in ABSTRACT Individual agents will suffer from welfare loss if they anticipate large reductions in their wage income. The main source of welfare for workers is the labor market in which they get returns in the form of wage- income as they devote their labor to the chosen job. There is, in fact, an uncertainty component in the labor market itself, and in the future events that affect the level of disposable wage-income. These contingencies are: the probability of becoming unemployed, prolonged health problems, death of the provider of household income, etc. Individual agents are subject to welfare loss as they are ignorant about the future level of income and as they ignore or underestimate such idiosyncratic shocks to income or wealth. The welfare of an individual would improve if he or she found an adequate cover against such contingencies. However, private insurance markets may fail or may not exist due to the problem of imperfect or asymmetric information. Public policy arrangements are designed to cover such risks about the future that affect individual welfare. Thus, the failure of private insurance markets in case of such contingencies, is both a justification of and an explanation for the existence of public policy arrangements.
