Özet
SUMMARY Today, the physical. social, cultııral and historical environment which are consequenüy an integral part of these are affected negatively because of the unsteady, casual and complex constructions which start \vith the fact of rapid urbanization and increase gradually. in the fact of urbanization in our country, the cxcessive centralization of industry and sen'ice sectors is disposed to condensate in many regions where the historical urban fabrics are also affected but a consumption in ali fields occured when the planning aims did not come true. The historical urban fabrics that are affected by every şort of behaviours that people reflect to their environnıents are losing their identities in the result of social changes, becoming alien, mistake politics and una \vareness vvhich are caused by rapid urbanization. it is primarily important \vithin the negations \vhich are caused by urbanization ör non-urbanization, that are historical monuments and buildings, old urban fabrics. ali are movable and immovable cultural existence are gradually coming to an end and that the problem of their conservation. Considering that the monumental and architectural buildings remain standing even in many counlries which do not give adequate importance to conservation. it becomes unavoidable to convert traditional residental areas and historical urban fabrics \vhich have so much cultural and artistic value to a contemporary and living places in order to gain socio-cultural and socio- economic profits. The historical urban fabrics which are being used only as muscums and touristic places shold have been conıplemcntary pieccs of developing contemporary urbans by the way of restoration and rcuse. Mcamvhile. it is important to prcscrve the scale and fabric of old in the limits of contemporary conscrvation and to ınakc ncw buildings live togethcr vvhit the existing fabric by using littlc intcrvcntions. in ordcr to creatc a morc beautiful and habitablc environment. The ncccssity of translating this inheritcnce of historical urban fabrics \vhich reflects the residue of our cııllural history and social. cconomic and cultural aspccts of different periods and stili causcs admiration \vith the matcrials uscd. to future gcncrations. of understanding the artistic and structural properties of thcm and constructing ne\v buildings in this linç is clcar. Beside the understanding of historical urban places \vhich are the bridgcs bet\vecn pasl and future, the planning \\orks aboul providing thcir permancnce will be possible \vhit the contemporary conservation. So. in rcnevation and organi/ation of the historical urban centcrs \vhich carry the traccs of the period from the point of both fabric and charactcr and social life and relations. it is necessary to d\vcll tıpon the proposals that approach the historical buildings respectfully, that give importance to makc the historical traditional fabric live and that mcet today's nceds and that elevate the urban inıage quality. in this should be madc \vithout damaging the entirety of the fabric and forming an essencc by providing a visual suilability. Briefly. the future should be fornıcd not by destroying the past but giving importance to conservation of permancnce and \vith solutions suitable for the agc. in this vvork of thesis, \vhich has been prepared in the aim of the development. organization and reconstnıction of old historical urban fabrics, the problems of the subjcct has been e.vamincd in t\vo nıain parts; conseptual and practical. in the fırst five parts \vhere the conseptual informations appear. these thoııghts are involvcd: in the l st part; an introduction is made with a general approach to the contemporary conservation in the historical urban fabrics and new building designs. in the 2 nd part; considering the human-environment relation, the fact of habitable environment is d\velled upon. the consept of environment. the definition of historical urban- historical urban fact are madc and the necessity of the formation. the devclopmant the problems and reconstruction of historical urban fact are d\velled upon. vin the 3 rd part; the fact of permanence and the importance of cultural sensitivity which play an important role on the conservation and reconstruction of historical urban fabrics. in the 4 th part; the problems that appear in conservation and reconstruction of historical urban fabric, the necessities, the approachs to contemporary conservation, changes in conservation and the dilemma of old and ne\v are d\velled upon. in the 5 th part; the structural development of historical urban facts is examined in two headlines; western architecfure and Turkish architecture and the new building desingns of today's historical urban facts are appreciated with the practical examples from our country and foreing countries. in the 6 th part; after making a general definition of Galata Suriçi Region vvhich is with in urban center in the example of istanbul, its dwelling change is examined in historical period and some findings about the criterions of reconstruction and renovation with the analiysis work in the region are brought to light. in the conclusion part; generally the values. vvhich are important for the works of renevval that vvill be made in historical urban fabrics are emphasi/cd and the importance of visual entirety and contextual suitability in the vvorks on historical urban fabrics is dvvelled upon.
