Özet
On dokuzuncu yüzyıl, modern tarihçilik anlayışının gelişimi ve oluşumu açısından önemli bir dönemdir. Bu çalışmada, on dokuzuncu yüzyılda Osmanlı devletinin yetiştirdiği en önemli tarihçi, hukukçu ve âlim olarak tanınan Ahmed Cevdet Paşa'nın mülkî görevleri sırasında siyasal, sosyal ve kültürel hayatla ilgili yaptığı tespitlerini içeren Tezâkir adlı eseri esas alınarak tarihçilik anlayışı incelenmiştir. Çalışmamız eser içerisindeki siyasal, sosyal ve kültürel tespitlerin incelenmesi üzerine şekillenmiştir. Çalışmamızın giriş bölümü olan birinci bölümde Ahmed Cevdet Paşa'nın hayatı, eserleri ve tarih anlayışı kısaca belirtilmiştir. İkinci bölümde Ahmed Cevdet Paşa'nın toplum ve devlet ile ilgili görüşleri, İşkodra, Bosna-Herkes teftişleri ve Fırka-yı Islahiyye ile birlikte gerçekleştirdiği Kozan teftişi sırasında müşahede ederek ele aldığı sosyo-kültürel görüşleri işlenmiştir. İkinci bölümün devamında da İstanbul'daki saray erkânı, İstanbul halkı ve devlet görevlilerine dair müşahede ettiği görüş ve tespitleri incelenerek açıklanmaya çalışılmıştır. Son bölümde ise mülkî amir olarak görev yapan tarihçi Ahmed Cevdet Paşa'nın on dokuzuncu yüzyıl Osmanlı Devleti'nin siyasal, sosyal ve kültürel hayatına dair tespit, öneri ve eleştirilerine genel bir bakış getirilerek incelenmeye çalışılmıştır. ABSTRACT The nineteenth century is an important period for the development and formation of modern historiography. In this study, the understanding of historiography was examined based on the work titled Tezâkir, which includes the determinations of Ahmed Cevdet Pasha, who is known as the most important historian, lawyer and scholar raised by the Ottoman state in the nineteenth century, about political, social and cultural life during his civil duties. Our study has been shaped by examining the political, social and cultural determinations in the work. In the first chapter, which is the introductory part of our study, Ahmed Cevdet Pasha's life, works and understanding of history are briefly stated. In the second part, Ahmed Cevdet Pasha's views on society and the state, his socio-cultural views, which he observed during the inspections of Shkodër, Bosnia and Herzegovina and Kozan, which he carried out together with Fırka-yı Islahiyye, were handled. In the continuation of the second part, the opinions and determinations he observed about the palace officials in Istanbul, the people of Istanbul and state officials were examined and tried to be explained. In the last part, an attempt has been made to examine by bringing an overview of the findings, suggestions and matches of the historian Ahmed Cevdet Pasha, who served as the civil authority, about the political, social and cultural life of the nineteenth century Ottoman Empire.
