Özet

Adalet ve Kalkınma Partisi'nin ''liberal muhafazakâr'' söylemden ''yerli ve milli'' söyleme geçişinin incelemeye alındığı bu tezde, ana argümanısöylem değişimi oluşturmaktadır. Söylem değişimini anlayabilmek adına, Adalet ve Kalkınma Partisi'nin kimlik ve ideolojisinin ne olduğunu ve nasıl bir dönüşüme uğradığını incelemek önem teşkil etmektedir. Bu kapsamda, Adalet ve Kalkınma Partisi'nin Türkiye'yi dönüştürürken sisteme entegre etmeye çalıştığı uygulamalarakaynaklık eden ideolojik referanslaranaliz edilecek, liberal-muhafazakâr veyerli-milli söylemlerin temellerine inilecektir. Tezin amacı, Adalet ve Kalkınma Partisi'nin, kullandığı kimlik ve ideolojik referanslarının temelleri ve değişim boyutlarını incelemek, liberal muhafazakâr ve yerli-milli söylemlerin şekillendiği ortamlar ve kaynaklık ettiği politikaları analiz etmektir. İdeolojik dönüşümdeki dinamik geçişleri ve dönemin ruhuna uygun olarak öne çıkan vurguyu tespit edebilme ve çözümleyebilme amacında;''Adalet ve Kalkınma Partisiiktidarında askeri yönetim sivil özgürlükler lehine kısıtlanmış mıdır?'', ''Adalet ve Kalkınma Partisi iktidarında, Türkiye ekonomisi sürdürülebilir bir ekonomik istikrarı yakalayabilmiş midir?''''İktidarın kalkınma meselesine geliştirdiği yaklaşım hangi yön ve yöntemle inşa edilmiştir?'', ''Adalet ve Kalkınma Partisi iktidarında kadın kimliğinin algılanış biçimi nasıl tezahür etmiştir?'', ''Adalet ve Kalkınma Partisi iktidarında temel hak ve hürriyetler ne ölçüde genişlemiştir?'', ''Adalet ve Kalkınma Partisi iktidarının etnik kimlik perspektifi siyasal yaşama ne şekilde yansımıştır?'' sorularına odaklanılmıştır. Tezin metodolojisinde, 2003-2008/2018-2023 olmak üzere iki dönem üzerinden sınıflandırma ve karşılaştırma yapılmıştır. Sınıflandırma yapılırken, lider kişiliğinin ön plana çıkması hasebiyle Recep Tayyip Erdoğan'ın söylemleri üzerinden şekillenen konuşma metinleri temel dokümanları oluşturmaktadır. İncelemeye esas alınan 2003-2008 dönemi için Recep Tayyip Erdoğan'ın Başbakan ve parti genel başkanı sıfatında olması, 2018-2023 dönemi için Cumhurbaşkanı ve parti genel başkanı konumunda olması kriterleri göz önünde bulundurulmuştur. Bu bağlamda, söylem değişikliğinin karşılaştırılabilmesi açısından merkeze alınan bu iki ayrı dönemde, Erdoğan'ın sosyal ve kültürel çevrelerde dili nasıl kullandığı, retoriklere hangi anlamları yüklediği, bu anlamlar doğrultusunda kendi gerçekliğini nasıl yansıttığı, tercih edilen söylemlerin sosyokültürel normlar, tercihler ve beklentilerle olan ilişkisi araştırılmıştır.Belirli zaman dilimlerinde şekillenen söylemler ve geçişler arasında düşünce benzerliği ve farklılıkları tespit edilmeye çalışılmıştır. Söylem analizi yöntemiyle her bir eylemin arka planında yatan tarihsel geçmiş ve sebeplere ulaşmak ve söylem sahibinin kitleleri etkilemek adına ne tür söylemlere ve yöntemlere başvurduğunu açıklayabilmek bu tezin temel amacı ve hedefini oluşturmaktadır. Liberal-muhafazakâr ve yerli-milli söylemlerin ne sıklıkta kullanıldığıdönemin koşulları ve seçilen olgular dikkate alınarak analiz edilmiştir. Bir söylem içinde değişen ve dönüşenbilgi yapıları incelenirken, söylemin dilbilimsel ve sosyo-kültürel boyutları daanaliz edilmiştir.

In this thesis, which is examined the transition of the Justice and Development Partyfrom the ''liberal conservative'' discourse to the ''local and national'' discourse, the main argument is discourse transformation. It is important to examine what the identity and ideology of the Justice and Development Party and how they have been transformed in order to understand the change in discourse. In this context, the ideological references will be analyzed which are the source of the practices that the Justice and Development Party is trying to integrate into the system while transforming Turkey, also will be examined the foundations of liberal-conservative and indigeneous-national discources. The aim of the thesis is to examine the foundations and dimensions of change of the identity and ideological references used by the Justice and Development Party, to analyze the environments in which are shaped liberal conservative and indigeneous-national discources. The focus is on the questions in order to identify and analyze the diynamic transitions in the discource transformation and the emphasis that comes to the fore in accordance with the spirit of the period such as; ''has the military administration been restricted in favor of civil liberties in the Justice and Development Party Government?'', ''has the Turkish economy been able to achieve sustainable economic stability under the Justice and Development Party Government?'', ''what method was it built the approach of Justice and Development Party to the development issue?'', ''how did the perception of women's identity manifest in the Justice and Development Party Government?'', '' what extent have fundamental rights and freedoms expanded under the the Justice and Development Party Government?'', '' how has been reflected in political life to the ethnic identity perspective of the Justice and Development PartyGovernment?''. In the methodology of the thesis, that were made classification and comparison over two periods, 2003-2008/2018-2023. While classifying, constitute basic documents the text of the speeches which are shaped by the discourses of Recep Tayyip Erdoğan due to the fact that the leader personality to the fore. There have been taken into account some criteria such as; Recep Tayyip Erdoğan is being Prime Minister and party chairman for the period 2003-2008, and he is being in the position of President and party leader for the period 2013-2018. In this context, in these two separate periods, which are centered in terms of comparing the discourse change investigated how Erdoğan uses the language in social and cultural circles, what meanings he ascribes to rhetoric, how he reflects his own reality in line with these meanings, the relationship of preferred discourses with sociocultural norms, preferences and expectations. It has been tried to determine the similarities and differences of thought between the discourses and transitions shaped in certain time periods. The main purpose and goal of this thesis is to reach the historical background and reasons behind each action with the discourse analysis method and to explain what kind of discourses and methods the discourse owner uses to influence the masses. The frequency of the use of liberal-conservative and indigenous-national discourses was analyzed by taking into account the conditions of the period and the selected facts. While examining the changing and transforming knowledge structures within a discourse, that were also analyzed the linguistic and socio-cultural dimensions of the discourse.
