Özet
Sanayileşmenin etkisiyle gerçekleşen göç süreci kır ve kent nüfusunun dengesini değiştirmiştir. Kent nüfusunun kontrolsüz artışına iş olanakları yeterli gelmemiş, bu durum kent içinde yoksul grupların oluşmasına, barınma problemlerine neden olmuş ve sosyal konut ihtiyacını doğurmuştur. Bunun üzerine günümüze dek uzanacak bir üretim süreci başlamıştır. Yapılan sosyal konut üretimleri zamanla toplu konutlarla ilişkilendirilse de üretim sürecinde devlet, yerel yönetimler veya sosyal kuruluşlar bulunması toplu konut üretimlerinden farklılaşmasına neden olmuştur. Bu nedenle aynı anda yüzlerce dairenin bir arada üretildiği toplu konuttan ekonomik boyutta farklılık göstermiştir. Dolayısıyla sosyal konut üretimi gerçek anlamıyla ticari ve ekonomik kazançları önceleyen bir yaklaşım olmanın ötesinde devlet eliyle gerçekleştirilmekte olan bir konut edindirme modeli olarak belirginleşmektedir. Fakat sosyal konut üretimindeki en büyük problem kullanıcıyı merkeze alarak değil nicelik odaklı gerçekleşmesidir. Kullanıcının sosyal ve kültürel faktörlerinden uzak gerçekleşen bu süreçler kullanıcı davranışları ve beklentileri anlamında eksik kalan yaşamsal karşılıkları nedeniyle tartışılabilir ve eleştirilebilir bir konuma gelmektedir. Geleneksel sosyal konut süreçlerinde dar gelirli ve uygun fiyatlı barınma ihtiyacı olan kişilerin davranış ve beklentilerine özgü bir karar-tasarım süreçleri bulunmamaktadır. Bu durumda sosyal konut sürecinin katılımcı tasarım ile ilişkilendirilmesi ile kullanıcı sürecin içine katılarak bu imkan sağlanmakta ve süreç demokratikleştirilmektedir. Bu tez içinde ise dar gelirlilerin taleplerini ve özgün yaşamsal değerlerini gözeten katılımcı tasarım süreçleri üzerinden irdelemeler yapılarak yaklaşımı etkileyen olumlu ve olumsuz unsurların belirlenmesi amaçlanmıştır. Katılımcı tasarım süreci somut ve doğruları belli bir süreç olmadığı için tez süresince katılımcı süreçteki sınırların belirlenmesi amaçlanmış ve kullanılan yöntemler dört ana başlık altında (anket/görüşme/atölye yapma, birlikte yapma, artımlı konut oluşturma ve bütünden parçaya oluşturma) ele alınarak, bu başlıkların her biri sosyal, kültürel faktörler gibi gelişimlerini etkileyen faktörler üzerinden incelenmiştir. Anket/görüşme/atölye yapma, birlikte inşa etme, artımlı konut oluşturma ve bütünden parçaya oluşturma yöntemlerinin hangi durumlarda kullanılacağı, pozitif ve negatif yanlarının neler olacağı konusunda incelemeler yapılmıştır. Katılımcı sürecinin başlama yolları, süreç içinde yaşanan potansiyel sorunlar ve alınabilecek önlemler bu incelemelerin sonucunu oluşturmakta ve yöntemlerin bu faktörler üzerinde oluşturdukları sonuçlar örnekler üzerinden incelenmektedir. Bu bağlamda Mexicali Projesi, İzmit Yenilikçi Yerleşkeler Projesi, Quinta da Malagueira Kompleksi, Nemausus, Yeni Gurna, Previ, Punt en Komma, IBA Altbau, Viranşehir, Quinta Monroy ve Düzce Umut Evleri projeleri seçilmiştir. Sonuç olarak, katılımcı tasarım sürecinin bitimi sonrasında yaşanan gelişmeler de incelenerek örneklerin üzerinden süreçlerin etkisi konusunda çıkarımlar yapılması amaçlanmaktadır.

The migration process due to industrialization has changed the balance between rural and urban populations. Job opportunities were not sufficient for the uncontrolled increase in the urban population, which led to the formation of poor groups in the city, housing problems and the need for social housing. This led to a production process that will continue to the present. Although social housing production has been associated with mass housing over time, the presence of the state, local governments or social organizations in the production process has differentiated it from mass housing production. For this reason, it differs economically from mass housing, where hundreds of apartments are produced together at the same time. Therefore, social housing production is not an approach that prioritizes commercial and economic gains in the real sense of the word, but rather a model of housing provision by the state. However, the biggest problem in social housing production is that it is not user-centered but quantity-oriented. These processes, which are far away from the social and cultural factors of the user, become debatable and criticizable due to their missing vital responses in terms of user behaviors and expectations. In traditional social housing processes, there are no decision-design processes specific to the behavior and expectations of people with low income and affordable housing needs. In this case, by associating the social housing process with participatory design, the user is included in the process and the process is democratized. In this thesis, it is aimed to analyze the participatory design processes that take into account the demands and unique vital values of low-income people and to determine the positive and negative elements that affect the approach. Since the participatory design process is not a concrete and accurate process, the thesis aims to determine the limits of the participatory process and the methods used are analyzed under four main headings (survey/interview/workshop, co-creation, incremental housing and whole-to-part creation) and each of these headings is analyzed in terms of social, cultural, economic and political impacts. The situations in which survey/interview/workshop, co-creation, incremental housing and whole-to-part methods can be used and their positive and negative aspects are examined. The ways in which the participatory process starts, the potential problems experienced during the process and the measures that can be taken constitute the result of these investigations and the results of the methods on these factors are examined through examples. In this context, Mexicali Project, İzmit New Settlements Project, Quinta da Malagueira Complex, Nemausus, New Gourna, Previ, Punt en Komma, IBA Altbau, Viranşehir, Quinta Monroy and Düzce Hope Homes projects are selected. As a result, it is aimed to draw conclusions about the impact of the processes by examining the developments after the end of the participatory design process.
