Özet
II. Abdülhamid döneminde 1893 yılında ABD'de bulunan Library of Congress'e gönderilen hediye albümler Osmanlı Devleti'nin fotoğrafik temsili niteliğindedir. Fotoğrafın yalnızca bir kayıt ve belgeleme aracı olmanın ötesinde iletişimsel mesajlar da taşıyabilmesi 19. yüzyılda devletler arası iletişimde kullanılan yaygın bir iletişim aracı hâline gelmesine vesile olmuştur. Bununla birlikte bu yüzyılda kamu diplomasisi araçlarının öne çıkması ve devletlerin yabancı toplumları etkileme yöntemlerinin çeşitlenmesiye birlikte fotoğraf diplomatik araçlardan biri olarak kullanılmaya başlanmıştır. Söz konusu albümlerin doğrudan Amerika Birleşik Devletleri'nin ulusal kütüphanesi olan Library of Congress'e gönderilmiş olması, hedef kitlenin Amerikan toplumu olduğunu göstermektedir. Bu çerçevede, Osmanlı Devleti'nin yabancı toplumları etkileme çabası içinde fotoğraf albümlerini bir kamu diplomasisi aracı olarak değerlendirdiği söylenebilir. Geniş bir konu yelpazesine sahip fotoğraflar hem Osmanlı Devleti'nin bir otoportresi hem de dönemin elitlerinin devlet tasavvurunun yansımasıdır. Fotoğrafların sistematik biçimde ve belirli bir bakış açısını yansıtma amacıyla bir araya getirilmiş olması aynı zamanda II. Abdülhamid döneminde benimsenen imaj anlayışını da ortaya koymaktadır. Ayrıca hediye edilen albümler kendi içinde anlamlı bir bütün oluşturan ilişkiler ağı şeklinde değerlendirilmelidir. Bu çalışma ile tesadüfi değil bilinçli bir çabanın ürünü olarak bir araya getirilen 1822 fotoğrafın 19. yüzyılda Osmanlı İmparatorluğu'nun içinde bulunduğu tarihsel bağlamla paralel biçimde incelenmesi amaçlanmaktadır.

In 1893, during the reign of Sultan Abdülhamid II, a set of gift albums was sent to the Library of Congress in the United States, representing the photographic image of the Ottoman Empire. Photography, beyond serving as a medium of recording and documentation, had by the nineteenth century become a common instrument of interstate communication, capable of conveying symbolic and communicative messages. In this context, as public diplomacy tools came to the forefront and states sought new means to influence foreign societies, photography emerged as one of the instruments employed for diplomatic purposes. The delivery of these albums directly to the national library of the United States demonstrates that the intended audience was the American public. Thus, it may be argued that the Ottoman Empire considered photographic albums as a medium of public diplomacy in its efforts to shape foreign perceptions. The wide thematic scope of the photographs functions both as a self-portrait of the Ottoman state and as a reflection of the vision held by the ruling elite. Their systematic compilation with the deliberate intention of projecting a particular image also reveals the visual strategy adopted during the reign of Abdülhamid II. Furthermore, the albums should be understood as networks of interrelated meanings that form a coherent whole. This study aims to analyze the 1,822 photographs—assembled not randomly but through a conscious effort—in parallel with the historical context of the Ottoman Empire in the nineteenth century.
