Özet
Amaç: Bu çalışma ile Erzurum ili Pasinler ilçesinde çerezlik ayçiçeği yetiştiren tarım işletmelerinin teknik etkinliklerinin ve etkinlik üzerine etkili faktörlerin bulanık Veri Zarflama Analizi (VZA) ile belirlenmesi amaçlanmaktadır. Yöntem: Çalışmanın ana materyalini Erzurum ili Pasinler ilçesinde çerezlik ayçiçeği yetiştiren tarım işletmeleri arasından basit tesadüfi örnekleme yöntemiyle belirlenmiş 87 tarım işletmesinden anketle elde edilen veriler oluşturmaktadır. İşletmelerin etkinliklerinin belirlenmesinde bulanık VZA yöntemi kullanılmıştır. Etkinliğe etki eden faktörler belirlenirken bulanık VZA yöntemi ile belirlenen etkinlik skorları ile işletme ve işletmeciye ait sosyo-ekonomik faktörler tobit regresyon analizine tabi tutulmuştur. Bulgular: Etkinlik analizi sonuçlarına göre, ortalama etkinlik skoru klasik VZA ile 0,84 iken bulanık VZA sonuçlarına göre ise 0,94 olarak belirlenmiştir. Bulanık VZA sonuçlarına göre ele alınan 87 tarım işletmesinin %67,82'sinin etkinlik skoru 0,91-1,00 arasında, %28,74'ünün etkinlik skoru 0.71-0,90 arasında, %2,30'unun etkinlik skoru 0,51-0,70 arasındadır ve %1,15'inin etkinlik skoru ise diğerlerinin aksine 0,50'den küçüktür. İşletmelerin etkinliği üzerine etkili olabileceği düşünülen faktörlerden ailedeki çalışabilir birey sayısı ve ayçiçeği ekim alanının istatiksel olarak %10 anlamlı olduğu belirlenmiştir. Sonuç: Bulanık VZA' dan elde edilen C-K indeksi sonuçlarına göre: etkinlik skoru 0,91-1,00 aralığında yer alan 59 işletmenin etkinliklerinin oldukça yüksek olduğu belirlenmiştir. Bu işletmelerden 15 tanesi tam etkinliğe yakın iken diğer 44 işletme tam etkin olarak üretimini gerçekleştirmektedir. Etkinlik skoru 0,71-0,90 aralığında yer alan 25 işletme teknik etkinliğe yakın performans göstermektedir. 0,51-0,70 arasında etkinlik skoruna sahip 2 işletme orta düzeyde etkinlik performansı göstermektedir. Son olarak üretimde etkin olmayan işletme sayısı 1 olup etkinlik skoru 0,50'den küçüktür. Belirlenen bulanık VZA etkinlik skorları üzerine etki eden faktörler incelendiğinde ailedeki birey sayısı ve çerezlik ayçiçeği ekim alanındaki artışın etkinliği artırdığı belirlenmiştir. Pasinler ilçesi çerezlik ayçiçeği üretiminde etkinliğin belirleyicilerinden yola çıkarak işletmelerin yeterli işgücüne sahip olması ve ayçiçeği ekim alanlarının artırılabilmesi için çeşitli destekler verilerek çiftçilerin teşvik edilmesi gerekmektedir. Bunun yanında kiracılık ve ortakçılıkla işlenecek olan alanlarda sözleşmelerin makul bir şekilde düzenlenmesi, boş kalan araziler için önlemler alınarak üretime özellikle de çerezlik ayçiçeği üretimine tahsis edilmesi önem arz etmektedir.

Purpose: This study aims to determine the technical efficiency of farms growing confectionary sunflower in Pasinler district of Erzurum province and the factors affecting this efficiency using fuzzy Data Envelopment Analysis (DEA). Method: The main material of this study consists of data obtained through surveys from 87 farms selected using a simple random sampling method from among those growing confectionary sunflower in the Pasinler district of Erzurum province. The fuzzy DEA method was used to determine the efficiency of the farms. To identify the factors affecting efficiency, the efficiency scores determined using the fuzzy DEA method. To determine factors affecting the efficiency the socio-economic factors of the farms and farmers were analyzed with Tobit regression model. Findings: According to the efficiency analysis results, the average efficiency score was determined to be 0.84 with classical DEA, while it was 0.94 according to fuzzy DEA results. According to the fuzzy DEA results, 67.82% of the 87 agricultural farms examined had an efficiency score between 0.91-1.00, 28.74% had an efficiency score between 0.71-0.90, 2.30% had an efficiency score between 0.51-0.70, and 1.15% had an efficiency score less than 0.50, in contrast to the others. Among the factors thought to potentially affect farms efficiency, the number of working-age individuals in the family and the sunflower cultivation area were found to be statistically significant at 10%. Results: According to the C-K index results obtained from Fuzzy DEA: 59 farms with efficiency scores in the 0.91-1.00 range were determined to have very high efficiency. 15 of these farms are close to full efficiency, while the other 44 farm are producing at full efficiency. 25 farm with efficiency scores in the 0.71-0.90 range show performance close to production efficiency. 2 farm with efficiency scores between 0.51-0.70 show moderate efficiency performance. Finally, the number of inefficient businesses in production is 1, and its efficiency score is less than 0.50. When the factors affecting the determined fuzzy DEA efficiency scores were examined, it was determined that the increase in the number of individuals in the family and the area planted with confectionery sunflowers increased the efficiency. Based on these determinants of efficiency for confectionary sunflower production in the Pasinler district, farmers should be incentivized through various subsidies to ensure an adequate labor force and to expand sunflower cultivation areas. Furthermore, it is of great importance to properly regulate contracts for lands cultivated under tenancy and sharecropping, and to take measures to allocate idle lands for agricultural
