Özet

Bu yüksek lisans tezi, Türkiye kaynaklı RASFF (Avrupa Birliği Gıda ve Yem için Hızlı Uyarı Sistemi) bildirimlerindeki yüksek seviyelerin yapısal nedenlerini Tarife Dışı Engeller (Non-Tariff Barriers, NTB) teorisi çerçevesinde analiz etmekte ve Türk limonu vakası özelinde tarladan AB sınırına uzanan üretim zincirini sistematik biçimde haritalamaktadır. İlk bölümde NTB teorisi ile RASFF ve Türkiye-AB gıda ticareti literatürü taranmış; benzer sorunlar yaşayan Hindistan (GrapeNet), Fas (ONSSA) ve Çin (EQSD) modellerinden Türkiye için politika çıkarımları yapılmıştır. İkinci bölümde NTB teorisi Türkiye-AB gıda ticareti bağlamında ele alınmış ve sıhhi ve bitki sağlığı (SPS) önlemlerinin, sağlık amaçlı geliştirilmiş olsalar da uygulamada ticareti kısıtlayan 'yumuşak' tarife dışı engeller olarak işlev görebildiği ortaya konmuştur. Üçüncü bölümde, RASFF Window veritabanından çekilen 2.734 Türkiye menşeli bildirim üzerinde uygulanan Mann-Kendall trend testi, 2020-2025 döneminde istatistiksel olarak anlamlı bir azalan trend bulunmadığını göstermiştir (S=-1, τ=-0,067, p=1,0); p-değeri α=0,05 eşiğinin üzerinde kaldığından sıfır hipotezi reddedilememiştir. Genel ve Türk Limonu veri setlerine ilişkin bulgular NTB teorisinin düzenleyici, coğrafi ve yapısal boyutlarında tartışılmıştır: Tüzük (AB) 2019/1793 listesindeki ürünlerin ret oranı (%85,1) listede olmayanlara kıyasla 2,6 kat yüksektir; Bulgaristan-Kapıkule kapısı %99,4 ret oranıyla diğer AB kapılarından (%47,8) anlamlı biçimde ayrışmakta (χ²=745,77, p<0,001) ve 'asimetrik kontrol gücü' taşıyan coğrafi bir NTB olarak işlev görmektedir. Anlamlı düşüş trendinin bulunmaması; AB'nin standartları sürekli yükseltmesi ('hareketli hedef'), GKGM denetimlerinin reaktif yapısı ve tedarik zincirinin yapısal kısıtlarıyla açıklanmıştır. Dördüncü bölümde tarladan mutfağa süreç haritalaması yapılarak altı Kritik Kontrol Noktası belirlenmiş ve her aşamada ihlal edilen mevzuata yönelik çözüm önerileri sunulmuştur. Çalışma, RASFF performansının iyileştirilmesinde mevzuat uyumunun tek başına yeterli olmadığını; tarladan paketlemeye uzanan üretim zincirinin bütünsel dönüşümünün gerekli olduğunu ortaya koymaktadır.

This master's thesis analyzes the structural causes of the high levels of RASFF (Rapid Alert System for Food and Feed) notifications originating from Turkey within the framework of Non-Tariff Barriers (NTB) theory and systematically maps the production chain, from the field to the EU border, focusing on the case of Turkish lemons. The first chapter reviews NTB theory and the literature on RASFF and Turkey-EU food trade, deriving policy implications for Turkey from the models of India (GrapeNet), Morocco (ONSSA), and China (EQSD). The second chapter examines NTB theory in the context of Turkey-EU food trade and establishes that sanitary and phytosanitary (SPS) measures, though developed for health protection, can function in practice as“soft”non-tariff barriers that restrict trade. In the third chapter, a Mann-Kendall trend test applied to 2,734 Turkey-origin notifications from the RASFF Window database found no statistically significant decreasing trend for 2020–2025 (S=-1, τ=-0.067, p=1.0); as the p-value exceeded the α=0.05 threshold, the null hypothesis could not be rejected. Findings from the General and Turkish Lemon datasets are discussed across the regulatory, geographical, and structural dimensions of NTB theory: the border-rejection rate for products listed in Regulation (EU) 2019/1793 (85.1%) is 2.6 times higher than for unlisted products, and the Bulgaria-Kapıkule crossing, at 99.4% versus 47.8% for other EU crossings (χ²=745.77, p<0.001), operates as a geographic NTB exhibiting“asymmetric control power.”The absence of a significant downward trend is attributed to the EU's continuously rising standards (a“moving target”), the reactive nature of GKGM inspections, and structural constraints within the supply chain. The fourth chapter maps the farm-to-table process, identifies six Critical Control Points, and proposes solutions addressing the regulatory violations at each stage. The study concludes that regulatory compliance alone is insufficient to improve RASFF performance and that a holistic transformation of the production chain, from field to packaging, is necessary.
