Özet
ÖZET Türk siyasi yaşamında muhalefet hareketlerindeki Ege milletvekillerinin yeri (1920-1960) konusunun ele alındığı bu çalışmada öncelikle Osmanlı'dan devralınan toplumsal ve siyasi yaşam incelenmiştir. Sonrasında ise muhalefet oluşumuna olan etkisinin anlaşılabilmesi için siyasal katılmayı belirleyen etkenler açıklanmıştır. Geçmiş dönem muhalefet hareketleri kapsamında Meşrutiyet öncesi, I. Meşrutiyet, n. Meşrutiyet ve Ulusal Mücadele yıllan ele alınarak çalışmanın konusunu kapsayan dönem öncesindeki muhalefet çalışmaları açıklanmaya çalışılmıştır. 1920-1945 yıllan arasındaki dönemin incelendiği bölümde ise I. Grup'a karşı oluşturulan II. Grup muhalefeti ve n. Mecliste kurulan Terakkiperver Cumhuriyet Fırkası, sonrasında kurulan güdümlü muhalefet Serbest Cumhuriyet Fırkası ve bu muhalefet hareketleri içindeki Ege milletvekillerinin konumlan saptanmıştır. Serbest Fırka'nın kapanmasından sonra başlayan tek parti dönemindeki siyasi gelişmeler, muhalefetin durumu ve iktidarın muhalefete karşı tutumu açıklanmıştır. Daha sonra ise ülkede iç ve dış politikalar sonucu başlayan çok partili yaşam dönemi ve Türk siyasi yaşamında halk iradesiyle iktidara gelmeyi başaran Demokrat Parti'nin kuruluşu, muhalefetteki ve iktidardaki çalışmalarıyla, parti içindeki Ege rnilletvekillerinin konumlan belirlenmeye çalışılmıştır. Sonuçta I. Mecliste n. Grupla başlayan ve Demokrat Parti'nin askeri ihtilalle sona ermesine kadar ki sürede oluşan muhalefet hareketleri içinde sayılan ve etkinlikleri giderek artan Ege milletvekilleri varlığı saptanmıştır. 116

SUMMARY This study, which examines the position of members of parliament from tha Aegean region within the oppositision movements in the Turkish political life (1920- 1960), focuses with priority upon social and political life inherited from the Ottomans. Subsequently, factors effecting political participation have been discussed so as to provide for comprehension of the impact thereof upon the formation of the position. Within the scope of the opposition movements of the past, Pre-Constitutional Period, 1st Constitutional Period, 2nd Constitutional Period and the years of national struggle have been examined so as to clarify the opposition activities prior to the period scope of the study. The section which covers the 1920-1945 period examines the 2nd Group opposition formed aganist the 1st Group opposition, the Progressive Republican Party ^Terakkiperver Cumhuriyet Fırkası“) and the guided opposition Independent Republican Party (”Serbest Cumhuriyet Fırkası") which was founded subsequently, and determines the position of the members of parliament from the Aegean Region within said opposition movements. The political developments occurring within the single party period following closing of the Independent Party, the position of the opposition and approach of the party in power towards the opposition have been examined. Subsequently, the multiparty life period, innitiated as a result of the domestic and foreign policies within the country and foundation of the Democrat Party, which succeeded in coming the power with the will of the public in the Turkish political life have been examined, and the position of the members of parliament of the party from Aegean Region has been determined with the activities thereof during their term of position and power. In conclusion, the existence of the Aegean members of parliament has been determined with a gradual increase in terms of numbers and activities within the opposition movements occuring in the period commencing with the 2nd Group in the 1st Assembly and termination of the Democrat Pary with a military revulation. 117
