Özet
Bu tez çalışması ile gelecekte askeri sağlık sisteminin tasarımı, geliştirilmesi, yönetilmesi ve yükseltilmesini sağlayacak olan TSK Sağlık Sistemi üst düzey lider adayları ile liderlerinde olması gereken özellikler ve lider adayları ile liderlerine verilmesi gereken eğitimin özellikleri sistem, eğitim ve tecrübe açısından ele alınmış, gelecekte TSK Sağlık Sistemi lider adayları ve liderlerinin sahip olması gereken özellikleri hakkında öngörü oluşturulmaya çalışılmış, lider personel temini, yetiştirilmesi ve seçiminde bir yol haritası oluşturulmaya çalışılmıştır.Çalışma nitel ve nicel araştırma tekniklerinden yararlanılarak iki aşamada gerçekleştirilmiştir. İlk aşamada TSK Sağlık Sisteminde bulunan muvazzaf 33 üst düzey lider-yönetici ile yüzyüze görüşülerek 3 soru yöneltilmiş, görüşmeler sonucunda 559 soruluk taslak oluşturulmuş, daha sonra oluşturulan komisyon ile bu sorulardan 84 soruluk anket oluşturulmuştur.Çalışmanın ikinci aşamasında, oluşturulan anket Türkiye genelinde askeri sağlık sisteminde üst ve orta düzey lider-yöneticilik yapan 245 katılımcıya uygulanmıştır.Çalışmanın birinci aşamasında toplanan veriler ?n vivo nitel veri analiz paket programı? ile, ikinci aşamasında toplanan veriler ise SPSS 11.0 Paket Programı ile kullanılarak bilgisayar ortamında analiz edilmiştir.Araştırmada lider ve lider adayının sahip olması istenen önde gelen özellikler,?Yüksek iletişim, insan ilişkisi becerisi ve mesleki yeterliliğe sahip olmak, askeri sağlık sistemi içerisinden gelmek, idaresindeki topluluğun değerlerini bilmek, personelini ödüllendirmek, maiyetine düşüncelerini açıkça ortaya koyabileceği huzurlu çalışma ortamı sağlayabilmek? olarak bulgulanmıştır.TSK Sağlık Sisteminin ise liderlik ve liderlik oluşturma süreci kapsamında yapması istenilen faaliyetler ise ?Liderin performansını değerlendirebilmesi, lidere inisiyatif alanları vermesi, lider-yönetici olarak görev yaptıracağı personeline yönetim eğitimleri aldırması, yöneticileri sivil ve askeri sağlık sistemi ve mevzuatı hakkında bilgilendirmesi? olarak bulgulanmıştır.

Analysis of Properties of the Senior Leadership of Turkish Military Forces for the Future In Terms of System, Training and Experience.In this study, the features of senior leaders and leading candidates of Turkish Military Forces Health System who will provide the design, development, management and upgrade of future military health system has been evaluated in7893 terms of education and experience as well as the education of leaders and leading candidates. It has been tried to create a road map about selection and training of leading personnel and provide a foresight about the features of Turkish Military Forces Health System leaders and leading candidates in the future.This study has been carried out in two phases using quantitative and qualitative research techniques. In the first stage, 33 senior leaders/managers of active duty at Turkish Military Forces Health System has been interviewed face to face with 3 questions. According to the results of the interviews a draft with 559 questions was created and a commission set up a final questionnaire with 84 questions from this draft.In the second stage of the study, the final questionnaire has been applied to 245 participants of senior and mid-level leaders/managers of military health care system all around Turkey.The data collected in the first stage of the study were analyzed with“n vivo qualitative data analysis software package”, and the data collected at the second stage were analyzed by using the SPSS 11.0 package program.In this study the leading features of the leader and leading candidate was found as to have high communication, human relations skills and professional competence, coming from within the military health system, to know the values of the community, to reward the staff, to provide a peaceful working environment to his retinue that spotlights his thoughts clearly.The desired activities of Turkish Military Forces Health System under creating the leadership were found as "To evaluate the performance of the leader, to give initiative areas to the leader, to provide management training to the personnel to serve as a leader/ manager, and to inform the managers about the civilian and military health care system and the legislation?.
