Özet
Türkiye Cumhuriyeti, kuruluşundan itibaren modernleşme projesinde hedef olarak batılılaşmayı benimsemiştir. Bu politikanın bir sonucu olarak, Batı'da meydana gelen her türlü oluşum içinde yer almayı hedefleyen Türkiye Cumhuriyeti, bu doğrultuda, Avrupa Birliği'nin kurulmasından kısa bir süre sonra adaylık için Birlik'e başvuruda bulunmuştur. Aradan geçen yarım asrı aşkın süre sonucunda Birlik'e tam üyelik yerine sadece aday ülke statüsünü elde edebilmiş olmasına karşın, Türkiye'nin Birlik'e üyelik konusundaki ısrarından herhangi bir şey kaybetmediği görülmektedir. Avrupa Birliği'ne üyelik, günümüzde de Türk siyasetinin önemli gündem maddeleri arasındaki yerini korumaktadır.Avrupa Birliği'ne üyelik süreci, toplumsal yaşamın her alanında düzenlemeleri içeren uzun soluklu bir projedir. Avrupa Birliği'ne üyelik sürecine toplumsal uyumun sağlanmasında, sivil toplum oldukça önem taşımaktadır. Sivil toplum, Batı ile kıyaslandığında Türkiye'de oldukça kısa bir tarihsel geçmişe sahiptir. Türkiye'de bugün hala, devletin, sivil topluma yönelik şüpheci yaklaşımının ve taraflı bakış açısının varlığını koruduğunu söylemek mümkündür. Bu algılayışın sonucu olarak, devlet karşısında tam olarak özerkliğini elde edemeyen sivil toplumun, devletten ayrışamadığı ve devletin resmi söylemi karşısında alternatif söylemler üretemediği görülmektedir.Avrupa Birliği'ne üyelik sürecinde resmi söylem karşısında sivil toplum söylemine eleştirel bir bakış, bu çalışmanın ana amacını oluşturmaktadır. Çalışmanın hipotezinde, Avrupa Birliği'ne üyelik sürecinde sivil toplum söyleminin, resmi söylem karşısında farklılaşamadığı ve egemen ideolojik söylemin sınırları içinde kaldığı öngörülmektedir. Bu doğrultuda, sivil toplumu temsilen seçilen sivil toplum kuruluşlarıyla gerçekleştirilen yapılandırılmış görüşmelerin betimsel analiziyle ve basını temsilen seçilen gazetelerde konuyla ilgili haberlerin eleştirel söylem analiziyle bu varsayımın doğruluğunun sınanması amaçlanmaktadır.

Since its foundation the Turkish Republic has adopted Westernization as its target in the modernization project. As a consequence of this policy, the Turkish Republic, which aims to be involved in every formation in the West, applied for the membership to the European Union shortly after the foundation of the Union. Although Turkey could achieve a status of a member country instead of full membership at the end of more than half a century, Turkey does not seem to have stepped back in any way from its insistence on full membership to the Union. As a matter of fact, membership to the European Union retains its significance among the agenda topics of today?s Turkish politics.The process of membership to the European Union is a long-running one involving arrangements in every field of social life. In this respect, civil society plays a significant role in establishing social adaptation to the process of EU membership. Compared to the West, civil society in Turkey has a quite short history. It is possible to note that the government in Turkey today still maintains its sceptical and biased approach towards civil society. As a consequence of this understanding, civil society, which could not fully acquire its own autonomy against the government, is observed to fail in dissociating itself from the government and producing alternative discourses against the official governmental discourse.The main objective of this study is to introduce a critical perspective towards the discourse of civil society against official discourse in the process of membership to the European Union. The hypothesis of the study proposes that the discourse of civil society does not differentiate against the official discourse in the process of EU membership and thus remains within the borders of the dominant ideological discourse. Accordingly, this study aims to test this hypothesis through the descriptive analysis of constructed interviews with non-governmental organizations chosen as representatives of civil society, as well as the critical discourse analysis of related news in the newspapers chosen as representatives of the press.
