Özet
16. yüzyılın sonlarına kadar geleneksel yapısını muhafaza ederek muazzam sınırlara hakim olan ve Avrupa'yı titreten Osmanlı Devleti elinde bulundurduğu güç ile yüzyıllar boyu herhangi bir değişim ihtiyacı hissetmemiştir. Ancak bu tavrının yanı sıra sahip olduğu liyakat sahibi padişahlar sayesinde çevresindeki gelişmelere de duyarsız kalmayıp özellikle askeri alanlarda ihtiyacın kendisini hissettirdiği noktalarda yenilikleri takip eden Osmanlı Devleti'nde, 17.yüzyılda büyük çapta fetihlerin yerini kale kuşatmalarına bırakması ve askeri teknolojide Avrupa'da meydana gelen gelişmelerin savaş alanlarında da kendini hissetirmesiyle yenilgiler baş göstermeye başlamıştır. Bu gelişmeler Osmanlı askeri kurumlarında değişimi zorunlu kıldığı gibi ıslahat faaliyetlerini de beraberinde getirmiştir. Bu bağlamda modernleşme faaliyetlerinde gerekli askeri teknolojilerin ve gereken personelin temininde, Avrupalı devletlerle olan siyasi ilişkiler de göz önünde bulundurularak, yabancı uzmanlarda yararlanılma yoluna gidilmiştir.Bu bağlamda çalışma, Osmanlı Ordusunun kuruluşundan XX.yüzyıla kadar tabi oduğu kademeli değişimde ve gelişmede rol alan yabancı uzmanların, yapılan ıslahat çalışmaları üzerindeki etkilerini, katkılarını ve Osmanlı Devleti üzerindeki faaliyetlerini irdeleyerek ortaya koymaktadır.

By maintaining its traditional structure by late 16th century, the Ottoman State which posseses huge boundaries and gives some trembling to the Europe did not feel the need for the change because of holding the great power in its hand. Beside this behavior, Ottomen State, being not insensitive regarding the incidents happening in nearby region, followed the changes where the need was felt especially about the issues related the military fields. However, the defeats has been arisen because of leaving great conquests to besieging the castles in 17th centruy and the usage of European military technology at the war arens. These kind of developments required some improvements related to military institutions and brought the reform activeities along with it. Ottoman State utilized the foreign experts in order to attain the necessary military technologies and experienced staff during its modernization process.In tihs context, this study provides the effecets and contribution of the foreign experts on the changes and improvements of the reforms from the establishment of Ottoman armed forces to 20th century as well as their activities concerning Ottoman State.
