Özet
Bu çalışmada Türkiye'de konut sektörünün özellikleri, talep ve arzı belirleyen faktörler incelenmiştir. Öncelikle, Türkiye'de konut kavramı ve tipleri açıklanmıştır. Ardından Türkiye'deki mevcut konut durumu, hanehalklarının konuttaki mülkiyet durumu, konut politikaları ve konut sektörünün ekonomi açısından önemi araştırılmıştır. Bu çalışmada Türkiye'de demografik faktörlerden dolayı potansiyel konut talebinin yüksek olduğu saptanmıştır. Potansiyel konut talebinin efektif konut talebine dönüşebilmesi için gelir ve tasarrufların artması, konut finansman kredi faiz oranlarının düşmesi ve konut finansman sisteminin gelişmesi gerekmektedir. Talebi belirleyen faktörler ayrıntılı bir şekilde incelenmiştir. Ayrıca talebin gelir ve faiz esneklikleri bulunmuştur. Türkiye'de konut üretiminin büyük bölümü özel sektör tarafından karşılanmaktadır. Geriye kalan bölümü ise kamu kuruluşları ve kooperatifler tarafından karşılanmaktadır. Kooperatiflerin son yıllarda konut üretimine katkısı giderek azalmaktadır. Bu çalışmada Türkiye'deki konut arz biçimleri, arzı belirleyen faktörler ayrıntılı şekilde incelenmiştir. Ayrıca kentsel dönüşüm programı ve kentsel rantlar incelenmiştir.

The characteristics of housing sector and factors determining demand and supply in Turkey were analyzed in this study. The concept of housing and its types in Turkey were explained at first. Then, current housing situation, ownership status of households in housing and housing policy and housing sector's significance were researched in terms of economy. In this study, it was found that potential demand for housing had been high in Turkey due to demographic factors. An increase in income and savings, a decrease in housing finance loan rates and development of the housing finance system are required in order that potential demand for housing turns into effective demand for housing. Factors determining the demand were examined in detail. In addition, income and interest elasticity of demand were found. While the majority of housing production is met by the private sector, the remaining part is met by public bodies and cooperatives in Turkey. The contribution of cooperative to housing production has been steadily declining in recent years. Forms of housing supply and factors determining supply in Turkey were analyzed in this study. Moreover, urban transformation programs and urban rents were analyzed.
