ABSTRACT In this thesis, I tried to compare the 1950-1960, 1960- 1979 and 1980-1990 subperiods with each other in terms of the development and export policies followed and the resulting export performance. After presenting the general characteristics of the development policies for each period, the main government policies directly affecting export performance are examined in detail. I conclude that the application of the planned import substitution in the 1960s and 1970s, which was a rection to ad hoc economic policies during the 1950s, succeeded in achieving considerable improvements in terms of almost all kinds of economic indicators over the 1960-1973 period. However, the application of second-stage import substitution in the 1970s combined with the neglect of the export sector led to an economic structure with increasing import dependence and poor export performance. After the introduction of the decrees of January 24, 1980, Turkey succeeded in implementing an export-oriented development policy and resolved the economic crisis caused by foreign exchange limitations in the late 1970s.
