This dissertation aims to answer the question 'what would an Islamic-based social progress measure prioritise in society in terms of social progress or human development?'. In order to answer this question comprehensively, firstly, the literature about social progress measures such as HDI, GDP, and World Happiness Report will be reviewed. Quality of Life, A Theory of Human Needs will also be examined in the light of Islamic teachings and cultural relativist point of view. These discussions will shed light upon following chapters in this study. Since this study is about Islam and its teachings, the Quran will often be referred and quoted. Other secondary material such as Human Development Reports will be analysed in terms of the methodology of this dissertation. In the following chapters, cultural relativism and critiques of secular measures take place and islam as a referring point in the discussions. Islam's stance on various issues such as happiness and human development is examined from different aspects. Finally, the last chapter attempted to answer the question what would an Islamic-based social progress measure prioritise in society in terms of social progress or human development?'. It has been found out that Islamic teachings would not see social progress in the same way as secular approaches and prioritise economic advancement as much as secular measures do and would view education from absolutely different perspective.
