Donor countries sometimes try to get market access or substitute their competitors' products by using food aid. This paper shows that it is not sustainable to rely on more food aid shipments on the eve of tighter disciplines under the WTO. The leading recipient countries must initiate comprehensive development policies. The amount of the food aid must be determined accordingly. Shipping must be done in response to a request from the Food and Agriculture Organization. This study develops specific policy guidance for one of the leading recipient countries, Ethiopia. Food aid delivery is nontransparent, uncertain, poorly timed in Ethiopia. The amounts are insufficient. High food prices and storage costs are main causes of inflation. Limited domestic market accessibility of smallholder farmers contributes to food insecurity. The study proposes creation of new import channels with trade partners through bilateral agreements. The initiation of productivity enhancement programs and integration of smallholders into the market are key factors to boost domestic wheat supply. Assigning different roles to each type of food aid shipments is the key policy tool in creating fiscal space. Temporary export taxes and cheaper imports will contribute to government budget balance. These savings will be used for restructuring food aid system and resolving sectoral problems. These primary policy targets are vital in reaching an optimum level for food aid shipments and sustaining agricultural development.
