Foreign bankruptcy decrees rendered by the courts of debtor's center of administration (traders- legal persons), place of business (or commercial domicile, traders-natural persons) and domicile (non-traders-natural persons) or status and powers of the liquidator should be given extra-territorial effect without being subject to the requirement of reciprocity. Public policy proviso as against foreign bankruptcy decrees should not be invoked unless it had been rendered by the courts of a country that does not respect the principle of creditors' equality or adapts the principle of territoriality.
