Özet
Bu çalışma modern siyasal hayatta bir söylem pratiği olarak komplo teorilerinin, yönetme sanatı içindeki tarihsel rolünü incelemektedir. Bu kapsamda komplo teorilerinin bilgi-iktidar ilişkisi bağlamında siyasalı algılamaya dönük bir akıl yürütme ve söylem pratiği olarak kavranabileceğinden söz edilmektedir. Söz konusu kavrayış, komplo teorilerinin sahip olduğu formun neoliberal bağlamda tartışılabileceğini öne sürmektedir. 11 Eylül 2001 sonrasında tüm dünyayı saran küresel güvenlik kompleksiyle birlikte yönetim anlayışı da güvenlik endeksinde güncellenmiştir. Ulus-devlet olarak tanımlanan yapının kurgusu ve işlevleri, yaşadığımız çağın neoliberal koşullarına göre güncellenmektedir. Bugün Türkiye'de toplumsal olan, çağımızın güvenlik-kimlik-sadakat kompleksine uygun biçimde ve coğrafyanın getirdiği ekonomik, siyasal, sosyo-kültürel dinamikler ölçüsünde söz konusu dönüşümü geçirmektedir. Bu araştırma, tüm bu dönüşüm eksenini gözeterek yaşanan kriz anlarında ya da uzun vadeli dönüşüm süreçlerinin sürdürülmesinde komplo teorilerinin bir iktidar stratejisi olarak kullanımını gündeme getirmektedir. Bu kapsamda söz konusu gündem, çağın ekonomi-politik koşullarıyla dönüşen medya-sermaye-iktidar ilişkisi ve Michel Foucault'nun yönetimsellik kavramı odağında tartışılmaktadır. Teorik tartışmadan hareketle, bilgi ve iktidar ilişkisi bağlamında komplo teorilerinin yönetimselliğin bir aracı olarak kullanıldığı önerilmektedir. Çalışmanın analiz kısmında; komplo teorisi söylem düzeninin kriz ve toplumsalın yeniden kurgulanması anlarında/süreçlerinde sistematik biçimde kullanıldığı, Türkiye'de 2013-2017 yılları aralığında oluşturulan vakıa seti (Gezi Parkı Protestoları, 17-25 Aralık Operasyonları, MİT Tırları Operasyonları, 15 Temmuz Darbe Girişimi, Adalet Yürüyüşü) çerçevesinde kanaat teknisyeni köşe yazarlarının gazete köşe yazıları üzerinden eleştirel söylem analizi (ESA) yöntemiyle araştırılmıştır.

This study examines the historical role of conspiracy theories as a discourse practice in modern political life, in the art of government. In this context, it is mentioned that conspiracy theories can be understood as the practice of reasoning and discourse towards political perception in the context of knowledge-power relation. This conception suggests that the form that conspiracy theories possess can be discussed in the neoliberal context. Following the global security complex surrounding the whole world on 9/11 atacks, governmentality has also been updated in the security index. The constructions and functions of the structure defined as the nation-state are updated according to the neoliberal conditions of the age we live. Today the society in Turkey has transformed afformentioned transformation both according to security-identity-loyalty complex of our era and under the geography which has got economic, political, socio-cultural dynamics. This research, based on all these transformation processes, brings to light the use of conspiracy theories as a strategy of power in the moments of crisis or in the continuation of long-term transformation processes. In this context, the agenda is discussed in the context of the media-capital-power relationship, which is transformed by the economic-political conditions of the era and Michel Foucault's concept of governmentality. By the theoretical discussion, it is proposed that conspiracy theories are used as a tool of governmentality in the context of knowledge-power relations. In the analysis part of the study; the claimed that conspiracy theory rhetoric was systematically used in the crisis and social reconstructing of moments/process, has been investigated through the newspaper columns of technician of opinion columnist about the fact samples which were created in the range of 2013-2017 years in Turkey (The Gezi Park Protests, The Corruption Scandal December 17-25, The Scandal of the NIO Rigs, The Coup Attempt July 15, The Walking for Justice) by the method of CDA.
