Özet
Türkiye'de“yaşanabilir/sürdürülebilir şehir”,“ev”ve“mahalle”tartışmalarını 1990'lardan itibaren daha fazla gözlemek mümkündür. Bu farkındalıkla, son yıllarda ferdi yakarışlar, sivil toplum itirazları ve bunların yankısıyla yöneticiler de meseleye eğilme gereksinimi duydular. Son 15 yıl içerisinde“ev-mahalle”kavramını bugünkü taleplerle ve içerikle ilişkilendirmeden 600 bin adet üzeri konut üreten T.C. Başbakanlık Toplu Konut İdaresi Başkanlığı, son yıllarda söz konusu itiraz ve taleplere duyarlılık gösterip 2014 ve 2017 yıllarında mahalle ölçeğinde“7 İklim 7 Bölge Gelenekten Geleceğe”sloganıyla tek aşamalı iki farklı yarışma düzenledi. Çevre ve Şehircilik Bakanlığı ise 2017'de“Mahalle Tasarımı Fikir Yarışması”adıyla iki aşamalı bir yarışma düzenledi. Öncesinde T.C. Kültür Bakanlığı, 1991'de Güzel Sanatlar Genel Müdürülüğü' nce,“Gelenekten Geleceğe Evimiz”konulu mimari proje yarışması düzenleyerek yarışma projelerini 1992 yılında kitaplaştırılarak yayınlandı. Bu bağlamda dört farklı kurum daha benzer yarışmalar düzenlediler. Bu yarışmalarda önerilen projelerin tümünü bir araya getirip belli bir kuramsal çerçeve dahilinde sorunsallaştırmak ev ve mahalle tartışmalarına bir katkı sunacaktır. Derleme ve değerlendirmenin çerçevesini hangi kriterler uyarınca yapılacağı sorusuna cevap olarak şunlar söylenebilir. Öncelikle, tüm projeler arasından belirli kıstaslarla seçilen 46 civarı proje, tek bir metin haline getirilerek üzerinde kavramsal bir okuma yapılacaktır. Bu okumada, altı çizilen kavramların tümü derlenecek ve bunlar içerisinde hatırı sayılır sıklıkta geçen kavramlar üzerinden bir söylem analizi yapılacaktır. Yöntem itibariyle her kavram ayrı başlıklar halinde ve ilişkili olduğu diğer kavramlarla birlikte ele alınacaktır. Netice itibariyle ev ve mahalleyle ilişkili olarak ele alınan tüm kavramlar hakkında, kuramsal çerçeveye istinaden, yarışma projeleri üzerinden mimarlık camiasının söylemde neyi önerdiği konusunda bir sonuç hedeflenmiştir.

It is possible to observe the arguments of“liveable/sustainable city”,“house/home”and“neighbourhood”in Turkey mostly after 1990s. With this awareness, in recent years, individual entreaties, objections of the civil society and, with the reflections of these, governors and administrators felt the necessity of focusing on this matter. In the recent 15 years, Turkish Republic Prime Ministry Public Housing Administration built more than 600 thousand housing without associating the concept of“house – neighbourhood”with today's demands and content. However, in recent years, by showing an awareness to the people's objections and demand, it organized a singlestaged, two different contests with the motto of“7 Climates, 7 Regions from Tradition to the Future”in the scale of neighbourhood in the years of 2014 and 2017. Also, The Ministry of Environment and Urbanization organized a two-staged contest“Contest of Neighbourhood Design Idea”in 2017. Earlier, Turkish Republic Ministry of Culture, by organizing an architectural contest with theme of“Our Home from Tradition to The Future”with The General Directorate of Fine Arts in 1991, published the projects of the contest into a book in 1992. In this context, four more different institutions organized contests. In these contests, gathering all of the projects on offer and problematizing them in a specific notional frame will contribute to the arguments of“home and neighbourhood”. As an answer to the question of according to which criteria this compilation and evaluation frame will be done, these can be given: First of all, approximately 46 projects that are chosen out of the all other projects by certain criteria, will become a single text and a conceptual reading will be held on it. On this reading, all of the underlined notions will be compiled and a discourse analysis will be held through the frequently mentioned notions. In respect of the method, each notion will be approached under the different titles and with the other related notions. Consequently, about all of the notions/concepts that are dealt as relevant to“home/house and neighbourhood”, regarding to the notional frame, having a conclusion is the aim; about what the architectural community advices in discourse through the contest projects. xv
