Özet

Ülkemizde sporun sevk ve idaresini bizzatihi devlet üstlenmiştir. Devlet bu sorumluluğu 3289 Sayılı Yasa ile Spor Genel Müdürlüğü' ne vermiştir. Spor Genel Müdürlüğü, yasa ile kendisine verilen görev ve sorumluluğu genel bütçe ödeneklerinin verdiği imkanlar doğrultusunda yerine getirmektedir. Yönetim tarafından karar verme sürecinde yönetim muhasebesi odaklanma, finansal verileri tutma ve problem çözme olmak üzere üç noktada uygulama imkânı bulabilmektedir. Bir takvim yılı içerisinde gerçekleştirilen her bir faaliyet spor genel müdürlüğünün geleceğine yön vermektedir. Spor genel müdürlüğünün faaliyetlerinin yürütülmesinde hemen hemen her yönetim kademesinde çok sayıda karar alınmakta, uygulanmakta ve geri bildirim sağlanmaktadır. Spor Genel Müdürlüğü içerisinde yer alan bu döngü belirli özelliklere sahip, uygulama aşamaları spor genel müdürlüğü çıkarlarına uygun biçimde düzenlenebilen ve diğer dönem ve/veya işletmelerle karşılaştırılabilir sonuçlar sunabilen araçları gerektirmektedir. Spor Genel Müdürlüğü'nün Sayıştay denetiminden geçtikten sonra görsel ve yazılı medyada kamuya açık olarak yayınlanan yıllık faaliyet raporlarından, son 5 yılın verilerine dayanarak finansal analizler ve değerlendirmeler yapılmıştır. Kurum bilançolarının mali analize hazır hale getirilebilmesi için dört aşamalı olan mali işleme tabi tutulmuştur. Kapasite Kullanımı, Varlıkların Getirisi (ROA), Aktif Devir Hızı, Satış Büyüme Oranı, Nakit Akış, Özsermaye Kârlılığı (ROE) ve Müşteri Kârlılık Analizi yapılmıştır. ROE ortalaması % 17,35 tir. Ortalama faiz oranlarına göre kurumun faaliyetleri finansal olarak fizibıldır. Kurum değerlemesi Gordon modeli ile yapılmıştır. P=D/(K-G) , P= 3,7 Milyar/(1-0,105), Yaklaşık 4,134 Milyar TL olarak belirlenmiştir. Bu değer kamunun kurumla ilgili tasarruf ve politika değişikliklerine göre değişkenlik gösterebilir. Ancak kamunun etkin çalışmadığı genel kanısının aksine projelerin devlete sağladığı karın ötesinde bir katma değer sağladığını çarpıcı bir biçimde ortaya koyduğu düşünülmektedir. Merkezi bütçe hareketlerinin dönem dönem kurumun operasyonlarında sektelere neden olabileceği düşünülmektedir. Bu hareketlerin kurumun etkinliğini olumsuz etkilememesini sağlamak için, merkezi bütçeye varlık ve fon aktarımlarının yapıldığı dönemlerde dahi bazı varlıkların ihtiyat akçesi gibi kurumun uhdesinde bırakılması uygun olabilir. Ayrıca yapmış olduğumuz basit analiz de kurumun faaliyetlerinin mali açıdan oldukça verimli olduğu göze çarpmakta olup çalışmamız örgüt kuramı açısından yeni bir tartışma konusu yaratabilir. Özel kesimle kamu kesiminin bir karşılaştırması yapılarak gerçekten bürokrasinin Max Weber'in öngördüğü gibi spor alanında da en etkin organizasyon şekli olup olmadığı irdelenmelidir. Bu alanda yapılacak bir karşılaştırma için geliştirilecek metod bize hangi hizmetlerin kamusal alanda kalması gerektiği sorusunun cevabını verebilir.

In our country, the state has undertaken the administration and administration of the sport itself. The State has given this responsibility to the General Directorate of Sports by Law No. 3289. The General Directorate of Sports carries out the duties and responsibilities assigned to it by law in line with the opportunities provided by the general budget appropriations. In the decision-making process by the management, management accounting has the opportunity to apply in three points: focusing, holding financial data and problem solving. Each activity carried out in a calendar year will shape the future of the sports headquarters. In the conduct of the activities of the General Directorate of Sports, a large number of decisions are taken, implemented and feedback is provided at almost every management level. This cycle within the General Directorate of Sports requires tools with certain characteristics, the stages of implementation can be arranged in accordance with the interests of the General Directorate of Sports and can provide results comparable to other periods and / or businesses. After the audit of the Turkish Court of Accounts, financial analyzes and evaluations were made based on the data of the last 5 years from the annual reports published publicly on visual and written media. In order to prepare the balance sheets of the Institution for financial analysis, it has been subjected to four stages of financial transaction. Capacity Utilization, Return on Assets (ROA), Asset Turnover Rate, Sales Growth Rate, Cash Flow, Return on Equity (ROE) and Customer Profitability Analysis were performed. The average ROE was 17.35%. According to the average interest rates, the activities of the institution are financially feasible. P = D / (K-G), P = 3.7 Billion / (1-0,105), Approximately 4,134 Billion has been determined as TL. This value may vary depending on the savings and policy changes of the public. However, contrary to the general belief that the public is not working effectively, it is thought that the projects provide an added value beyond the profit provided to the state in a striking manner. It is thought that central budget movements may cause disruptions in the operations of the institution from time to time. To ensure that these movements do not adversely affect the effectiveness of the organization, it may be appropriate to leave certain assets at the disposal of the entity, such as a reserve fund, even during periods of asset and fund transfers to the central budget. In addition, our simple analysis shows that the activities of the institution are very financially efficient and our study may create a new topic of discussion in terms of organizational theory. A comparison of the private sector and the public sector should be made to determine whether bureaucracy is the most effective form of organization in sports, as Max Weber predicted. The method to be developed for a comparison in this area can answer the question of which services should remain in the public sphere.
