Özet
Bu çalışmada, öncelikle göç kavramının farklı tanımları ve çeşitlerine değinilerek, göç olgusunun tarihsel sürecinden bahsedilecek, entegrasyon ve uyum kelimelerinin terminolojik açıklamaları yapılacaktır. Ardından Türkiye'nin son yıllarda kabul ettiği kitlesel göç akını karşısında alınan önlemlere ve yeni göç sistemine değinilecektir. Türkiye'ye kabul edilen yabancıların Türkiye'deki statülerinden ve statülere tanınan haklardan söz edilerek, entegrasyon ve uyum arasındaki farktan söz edilecektir. Türkiye'de göç ve uyum bağlamında genel olarak yapılan değişikliklere ve projelere değinilecektir. Gerçekleştirilen uyum faaliyetlerinin yabancıların Türkiye'ye uyumunu ne derece etkilediği yönünde yoruma gidilecek ve yabancıların Türkiye'de bulundukları süre içerisinde devlete ve topluma uyum sağlama noktasında hangi aşamada olundukları konusunda yapılan anketlerden elde edilen bulgularla bilgi edinilecektir. Edinilen bilgiler çerçevesinde Türkiye'nin uyguladığı politikalarda hedeflerine ulaşma noktasında nerede olduğu ve yapılabilecekler hakkında yoruma gidilecektir. Bu çalışmanın amacı; göç olgusunu, gerçekleşen göç hareketleri karşısında ülkemizin ürettiği mevzuat ve uyguladığı politikaları ve izlenen politikaların göç eden toplumun, göç alan ülke toplumu ile uyumu hususunda ne derecede etkili olduğunu göstermek ve başarılı bir göç ve uyum sürecini yönetmek için hangi politikaların izlenmesi ve uygulamaların faaliyete geçirilmesi gerektiğini anlatmaktır. Bu çalışmanın önemi, uyum politikalarının geliştirilmesine katkı sağlayabilecek fikirler öne sürülecek olmasıdır. Bu çalışmanın yöntemi, sosyal bilimlerde veri toplama türlerinden olan anket yöntemidir. Anket yapılırken araştırmacının yönettiği geleneksel anket türü kullanılmış, sorular doğrudan kişilere yöneltilmiştir. Anket esnasında yöneltilen soruların amacı yabancıların kamu kurumları ile sorun yaşayıp yaşamadıklarını, dil bilgilerini, sosyal çevreye adapte olup olmadıklarını ve sosyo-kültürel aktivitelere katılım oranlarını tespit etmektir. Anket verilerinin yorumlanmasında SPSS sistemi kullanılacaktır.

In this study, firstly, historical process of migration phenomenon will be explained discussing different definitions and types of migration. Secondly, the terminology of the words of integration and adaptation will be explained. Then Turkey's recent measures taken against the mass immigration and the new immigration system will be analyzed in detail. The difference between integration and adaptation will be examined considering the current status of foreigners who are accepted in Turkey and the rights given to this status. The changes and projects in Turkey will be focused in the context of migration and adaptation. The effect of adaptation activities on the adaptation of foreigners in Turkey will be commented with the help of the results of the surveys carried out to find out the current situation of the adaptation of foreigners to government and society during their stay in Turkey. The current situation of Turkey on achieving the objective and the things to be done on the policy implementation of Turkey will be analyzed within the frame of this datum. The purpose of this study is to show the phenomenon of migration and the legislation and policies implemented by our country as a result of the migration movements, how effective the policies pursued are for the adaptation of the immigrant society with the society of the receiving country. This study also aims to explain which policies should be followed and which implementation should be used in order to manage a successful migration and adaptation process. The importance of this study is the fact that it will put forward some ideas that can contribute to the development of adaptation policies. The method of this study is a survey which is one of the data collection types in social sciences. While conducting the survey, the traditional type of survey controlled by the researcher was used and the questions were directly impelled to the individuals. The aim of the questions asked during the survey is to determine whether foreigners have problems with public institutions, their language skills, adaptation to the social environment and their participation in socio-cultural activities. SPSS system will be used to analyze the survey data.
