Özet
Roma'nın Principatus Devri'nde (MÖ 27- MS 284) Kappadokia Eyalet Valileri başlıklı bu tez çalışması, Romalıların MS 17/18 yılında Kappadokia kraliyet mülkü üzerinde bir Roma eyaleti tesis ettikleri tarihten MS 284 yılına kadar oldukça uzun bir periyodu kapsamaktadır. İşte bu çalışmada, söz konusu periyotta eyalette görev almış valilerin coğrafi kökenleri, sosyal statüleri, eyalet valiliği öncesi ve sonrası kariyerleri, askerî-idari deneyimleri, imparatorlarla ilişkileri, eyalete hangi misyonla atandıkları, eyalet idareciliklerinde başarılı olup olmadıkları ve kariyerlerinin nasıl sonlandığı gibi geniş yelpazede konular irdelenmektedir. Bu çalışma üç ana bölümden oluşmaktadır: Birinci Bölüm'de Kappadokia Eyaleti'ni oluşturan sahanın coğrafi sınırları, dolayısıyla eyalet valilerin görev sahaları ortaya konulmaya çalışılmaktadır. Yine İmparator Augustus döneminden (MÖ 27-MS 14) Diocletianus dönemine (MS 284-305) kadar olan süreçte, Doğu'daki siyasi olayların tarihi de bu bölümde ele alınmaktadır. İkinci Bölüm, eyalet valilerinin hangi kariyer basamaklarından geçtiklerini anlaşılır kılacak Roma'nın cursus honorum sistemi, eyalet valilerinin unvanları, hizmetlerine ilişkin esaslar ve personel kadrosu gibi konulara odaklanmaktadır. Çalışmanın esas ağırlık noktasını oluşturan Üçüncü Bölüm ise, Roma'nın Principatus Devri'nde (MÖ 27- MS 284), Romalılarca merkezden atanan Kappadokia eyalet valilerinin prosopografik bir çalışması niteliğindedir. Bu bağlamda söz konusu devirdeki Kappadokia eyalet valileri, eldeki mevcut belgelere göre tüm yönleriyle teker teker incelenmekte, askerî ve idari tecrübeleri, eyalete atanma sebepleri, eyaletteki faaliyetleri, yerel halkla ilişkileri ve eyaletlerinde kendilerinden bekleneni gerçekleştirip gerçekleştiremedikleri gibi hususlar açıklığa kavuşturulmaya çalışılmaktadır.

This thesis entitled Governors of the Roman Province of Cappadocia in Principatus Period (27- BC 284 AD) covers a very long period from the date when the Romans established a Roman province on the Cappadocia royal estate in 17-18 AD to 284 AD. The study examines a wide range of topics including the geographical origins of the governors who served in the province of Cappadocia, their social status, their careers before and after the state governance, their military-administrative experience, their relationship with the emperors, the mission they were assigned to the province, whether they were successful in state administrations and how their careers ended. This study consists of three main chapters. In the First Chapter, the geographical elements of the area that constitute Cappadocia Province and the locations where the provincial governors perform their missions are analyzed. This chapter also concentrate on political events in the east part of the empire which encompass the period from the beginning of the reign of Augustus (27 BC - 14 AD) to the end of the reign Diocletianus (284 AD - 305AD). The Second Chapter is to focus primarily on the cursus honorum system of Roman Empire that will make it understandable which career steps the state governors have gone through. The chapter also examines some other topics including the titles of state governors, their staff and the principles regarding governors' services. The Third Chapter, which constitutes the main focus of the study, is a prosopographic study of the governors of Kappadokia Province appointed by the Romans in Principatus Period (27- BC- 284 AD). From this point of view, Kappadokia provincial governors in the mentioned period are examined one by one in all aspects according to the available documents. In this context, military and administrative experiences of those governors, the reasons for their appointment to the province, their activities in the province, their relations with the local community, and whether they are able to realize what they expected in their province are tried to be clarified.
