Özet
IV ÖZET Dünya ekonomisinde 1970 ve sonraki yıllar gerek teorik gerekse pratik yönden Neo-Liberal iktisat akımlarının etkilerini arttırdığı yıllar olmuştur. Temelinde ekonomik piyasa çözümleri,serbest piyasa ekonomisine geçiş ve devletin ufaltılması gibi hedefler olan bu akımlar pek çok ülkede benimsenmiştir. Bu ülkelerde devletin görev ve fonksiyonları sorgulanmış,Müdahaleci Sosyal Refah Devleti anlayışı ve bunun sebep olduğu sorunlara bir tepki olarak Sınırlı Devlet anlayışı amaçlanmıştır. Bu gelişmeler devletin ekonomik hayattaki rolü konusunda bir dönüşümü ifade etmektedir. Türkiye de bu gelişmelerden etkilenmiş ve 24 Ocak 1980 de alınan kararlarla bu yönde bir tercihi ifade etmiştir. Tezimizde Türkiye'de »benimsenen Sınırlı Devlet Anlayışı yönünde bir gelişmenin sağlanılıp-sağlanamadığının analizini Konsolide Bütçe Harcamalarından yararlanarak yapmaktayız. Analizimize öncelikle devletin büyüklük göstergelerinden birisi olarak kabul edilen Konsolide Bütçe Harcamalarının GSMH içerisindeki oranından başladığımızda, bu oranın benimsendiği yönde ufaltılamadığı sonucuna ulaşabiliriz. Ayrıca Konsolide Bütçe Harcamalarında genel bir artış eğiliminin yaşandığım da belirtebiliriz. Konsolide Bütçe Harcamaları Ekonomik ve Fonksiyonel Harcamalar bazında incelendiğinde de genel olarak pek çok harcama çeşidin de arzulanan yönde bir değişimin tam olarak sağlanabildiğini söylemek mümkün değildir. Konsolide Bütçedeki dönem içi çok önemli bir eğilim bütçenin giderek asli görevlerden, hızla transferlere yani tahsis ve istikrar fonksiyonundan bölüşüme doğru kayması, açık ve gizli transferlerin ağırlığının artması ve bütçenin finansmanında yoğun olarak borçlanmaya yönelinmesi olarak belirtilebilir. Tüm bu gelişmeler siyasal karar alma sürecinde halk yerine ekonomik çıkar ve baskı gruplarının egemenliğini arttırmakta olmasıyla, kamu harcamalarının miktar ve bileşimi üzerinde bu grupların etkilerinin önemli boyutları ifade etmesi ile ilişkilendirilebilir. Sonuç olarak, Türkiye de benimsendiği yönde değişimi önleyen karışık bir düzen mevcuttur. Özel çıkar gruplarının değişimi önleme gücü değişimin önündeki önemli bir engel durumundadır.

ABSTRACT The year of 1970 and following years become Neo-Liberal Economic Currents that increased in those years either in practical or theorical ways in the economy of the world Those currents which have economic market sollutions in the foundation passing to free marketing economy and making the government smaller which are the targets of the current,are accepted in many countries.The duty and functions of the government in those countries are discussed and interventioner social comfort government that coused some problems and as a recation to them, limited government comprehension is aimed.Those developments explains the turn and the role of the government in the economic life. Even Turkey was effected from those developments and the desicions that were taken on the 24th January inl980 and explained the preference in this action. We make our analysis by paying attention to the consolidated budget disburses, the comprehension of the limited government accepted in Turkey and if a development has taken place or not absut this direction. If we start our analysis according to the relation of the disburses of the consolidated budget that is accepted as a measure of the government, we meet the result of the relation not being smaller.And we can also say that there is a general increase of the disburses of consolidated budget. About budget disburses in the economic and functional ways, it isnt possible to say that it occures much enough change in the demaned way of disburse kinds. A very important tendency in the consolidated budget period the budget is rapidly to go to be divided from the function of the special funds steadiness of going far away of the main function of develops of clear or obscured weight of transformation and all those be explained as having a tendency in the budget finance to be depted. In the political desicion period all those improvements can enlarge the economical advantage and press groups of sovereignty instead of folk the amount of composition of the folk spendings and the influence of these groups have further effect can be put forward. As a result in Turkey there is a confused system that prevents the change in the demanded way. The power of prenting of change of the special advantage groups is an important obstacle in front of the change.
