Many scholars try to put the EU into classifications, try to measure the effectiveness of its external relations, its influence on global issues, its unity and the coherence of its policies. They implicitly or explicitly assess the effectiveness of EU's external relations however, they tend to ignore considering which criteria should be used to distinguish success from failure. This is to say that, they tend to analyse only one criterion of performance evaluation and reach up to general assessments about the EU's overall performance. Nevertheless, the evaluation should be comprehensive and include all different aspects of performance in order to make a complete assessment. This requires a clear list of criteria that should be used in assessing the EU's performance since the casually and implicitly used terms complicate the overall assessment. Some tries to find power-based explanations for EU's global role while some analyses its actorness. Some probe the assumption that coherence and unity (single voice) automatically bring effectiveness while others tries to find factors contributing to unity. All of these concepts are significant in studying performance but they are not sufficient. They are only one criterion and they must be combined in a more comprehensive approach. Thus, this study argues that the criteria in measuring the EU's performance should be explicit and focus should be on EU performance, rather than effectiveness, actorness or any other sub-dimension of performance. The aim of this study is threefold since it believes that unpacking performance, explicitly distinguishing core criteria for measuring it and associating it with a specific policy field should provide a better understanding of the conceptualisation of EU's performance. Therefore this study tries to expand the scope of performance studies and to make a contribution to the growing literature by "systematically unpacking the concept of performance. v Keywords Performance, Effectiveness, Actorness, Coherence, Unity, Single Voice, Internal Cohesiveness, Legal Competence Presence, Opportunity, Capability, Authority, Autonomy, Recognition, Cohesion, Relevance, Efficiency Resource Viability
