Since the last three decades, the central government has systematically and progressively increased the functions, roles and responsibilities of the metropolitan municipalities (MM) in line with the drastic social, economic and cultural transformations in big cities. However, due to these radical changes in the social and cultural composition of big cities such as rapid population growth, the needs of local people have considerably changed, diversified and enlarged. In order to response these demanding local needs, the central government has transferred more new duties and financial resources with various reforms to MMs. Also, through the last local reform, the jurisdictions of all MMs have been extended to the entire province, and they have become in charge of service delivery in rural areas in addition to urban areas. However, the central government generally has ignored or have not sufficiently considered the existing human resources capacity of MMs while preparing these local reforms or devolving more and more new duties and functions to them. So, the first aim of this study is to examine whether the MMs can respond to their increasing new roles and functions and the growing local needs in an effective and efficient manner with their existing staff or not. In order to answer this question, a SWOT Analysis was created to examine the strengths, weaknesses, opportunities, and threats concerning the personnel working in MMs. This SWOT analysis also supported with some official reports, statistics, legislation and academic literature. The main finding of the SWOT Analysis is that there are not sufficient personnel in terms of quality and quantity in MMs. Therefore, the second purpose of this study is to clarify the underlying reasons for the deficiency in personnel capacity, and also to propose some feasible strategies to improve the capacity of personnel. It was understood that the most significant solution ways to terminate the lack of personnel capacity are to increase the number of staff, and most importantly to improve in-service training activities.
