One of the greatest of Allah's endowments to His servants is that His enjoinments were obligated in a gradual way. Another great endowment is that the verses of Quran were also revealed in stages, and in different approaches so as to treat the society's diseases piecemeal. Two good examples of that are the banning of alcohol and usury. The aim of this study is to show in detail Quran's approach in these two cases. The study adopts the descriptive analytic method. It concludes that the banning of alcohol it has been came in three stages , then the ban of usury in fourth stages according to basic method found in Islamic Sharia. Also Jurists have taken different trends in their opinion concerning alcohol.They unanimously agreed that alcohol is prohibited, and he who commits drinking should be subjected to the prescribed punishment, whether the amount is enormous or little, and whether he got intoxicated or not. But they differed as regards the other intoxicants. The majority, namely the Maliks ,the Shafiis and the Hanbalis, do not differentiate between grape and other ingredients while the hanfis do not punish him who drinks wine made of other materials than grape unless he gets intoxicated. As for usury, jurists are unanimously agreed that a contract including usury is definitely banned and nullified. Scholars of religion, medicine and social studies estate that alcohol and other intoxicants are a harmful disease that destroys the individual, the family and the society in different aspect , including health and the intellectual, ethical and societal aspect. The same applies to usury which has negative, dangerous impacts on the spirit, the ethics the economy and the society. The study recommends It also recommends that the important of studying methods should be look after.the need to gradually address the usual unsafe issues in society; and to instilling Islamic values in the hearts of their children, bring their attention to the harms resulting from alcohol and other intoxicants. Governments and the must build centers in coordination with the scholars, qualification centers for merchants and businessmen in the fields of the fiqh rulings of transactions. Appearance and corporations which have relation must income to write law for exploring the basics and judgement of islam specially the trading for safe it is judge.
