Özet
Dünya'da küreselleşme hareketinin başlamasıyla birlikte devlet anlayışında birtakım değişmeler olmuş ve bu değişmeler de beraberinde devletin görev ve sorumluluklarının hem işlevsel anlamda hem de yapısal anlamda değişmesine yol açmıştır. Dolayısıyla ekonomik dalgalanmaların giderilmesi ve toplumsal refahın sağlanması konusunda devlete çok önemli görev ve sorumluluklar düşmektedir. Bu sebeple ekonomideki dalgalanmaların devlet tarafından düzeltilebilmesi için, ekonomide kamu harcamaları önemli bir unsurdur. Kamu harcamalarının ekonomik büyüme üzerine etkisi, ekonomi literatüründe uzun zamandır tartışılmakta olup hem teorik hem de ampirik alanda pek çok çalışmaya konu olmuştur. Bu tartışma alanı 1960 sonrası dönemde artarak devem etmekte, Wagner ve Keynes tarafından ortaya atılan teorik temeller etrafında şekillenmektedir. Wagner ortaya koyduğu teorisinde bir ülke ekonomisinde meydana gelen büyümenin kamu harcamalarında da artış meydana getirdiğini savunmaktadır. Öte yandan Keynes ise, kamu harcamalarında meydana gelen artışların ekonomik büyümede artışa neden olacağını göstermektedir. Türkiye'de kamu harcama bileşenlerinin ekonomik büyüme üzerine etkisini araştıran bu çalışma 1975-2020 yılları arası dönemi kapsamaktadır. Çalışmada kamu harcamaları bileşenleri olarak; cari harcamalar, transfer harcamaları, yatırım harcamaları ve toplam harcamalar kullanılmaktadır. Değişkenler arasında uzun dönemli eş bütünleşme ilişkisinin varlığının belirlenebilmesi için ARDL Sınır Testi kullanılmaktadır. Analizden elde edilen sonuçlar, uzun dönemde cari harcamalar hariç diğer değişkenlerin ekonomik büyüme ile anlamlı ve pozitif bir ilişki içerisinde olduğunu göstermektedir. Bu bağlamda uzun vadede transfer harcamalarında meydana gelen %1'lik bir artış ekonomik büyüme üzerinde %0,15 oranında artış oluşturmaktadır. Toplam harcamalarında oluşan %1'lik bir artış ekonomi büyümeyi %0,23 oranında artırmaktadır. Yatırım harcamalarının ise; anlamlılık düzeyi %10 önem seviyesi esas alındığında anlamlı bir ilişkinin varlığından söz edilebilmektedir. Aynı şekilde yatırım harcamalarında meydana gelen %1 oranındaki artış ekonomik büyümede %0.22'lik bir artış gerçekleştirmektedir.

With the start of the globalization movement in the world, there have been some changes in the understanding of the state and these changes have caused the duties and responsibilities of the state to change both in functional and structural terms. Therefore, the state has very important duties and responsibilities in eliminating economic fluctuations and ensuring social welfare. Therefore, the correction of fluctuations in the economy by the state reveals the importance of public expenditures in the economy. The relationship between public spending and economic growth has long been the subject of discussion in the economic literature, both theoretically and empirically. The purpose of this study in Turkey is to analyze the impact on economic growth of public spending. This area of discussion continues increasingly in the post-1960 period and is shaped around the theoretical foundations put forward by Wagner and Keynes. In his theory, Wagner argues that the growth in a country's economy also creates an increase in public expenditures. On the other hand, Keynes shows that increases in public expenditures will cause an increase in economic growth. The aim of this study, which covers the period between 1975 and 2020, is to analyze the effect of public expenditure components on economic growth in Turkey. As components of public expenditures in the study; Current expenditures, transfer expenditures, investment expenditures and total expenditures are used. ARDL Bounds Test is used to determine the existence of a long-term cointegration relationship between the variables. The results obtained from the analysis show that in the long run, except for current expenditures, other variables are in a significant and positive relationship with economic growth. In this context, a 1% increase in transfer expenditures in the long run constitutes a 0.15% increase in economic growth. A 1% increase in total expenditures increases economic growth by 0.23%. As for investment expenditures; Considering the significance level of 10%, it can be said that there is a significant relationship. Likewise, a 1% increase in investment expenditures leads to a 0.22% increase in economic growth.
