Transportation system significantly takes part in an aspect of life that allows products or passengers to go places and conduct business. Transportation networks have a strategic position regarding planned country development. Pavements are just one part of the transportation system, and yet it is by far the most important component. Because pavements deteriorate over time owing to traffic, time and environmental factors. To prevent or reduce the rate of deterioration and to extend the life of pavement, 'Pavement Management System (PMS)' has been developed. There are many approaches to process these through some steps such as inventory definition, pavement inspection, condition assessment, condition prediction, condition analysis and work planning, respectively. The information of condition analysis is usually converted into a condition index or rating. The condition of distress index is denoted as 'Pavement Condition Rating (PCR)' in this research project. The PCR constitutes the distress types, severities and extends. Those all different type of distress quantity into a single number. This number represents the condition state of network level, shows when maintenance is needed, for considering the prioritisation. An approach is used considering both expert opinion and current methods mentioned in literature review in order to determine the PCR for each section. The approach requires usage of severity level and calculation of extent. The level of severity weight provides the relative importance of individual distress whilst the calculation of extent provides the quantity of individual distress. These contribute to prioritise which deterioration should be maintained first and also to illustrate the distribution of extent over entire road section. This research project aims the development of a PCR and prediction of importance level of individual distress for the United Kingdom.
