The use of chemical weapons (CWs) by non-state actors show some common factors when it comes to determining the underlying reasons why terrorists would develop and use this type of unconventional weapons rather than conventional explosives/weapons. Aum Shinrikyo (Aum), Al-Qaeda (AQ), and the ISIS, all of which benefited from permissive environments, are used as case studies to deduce why non-state actors would develop and use chemical weapons. As terrorism has a complex nature, it is important to examine the notion of terrorism without ignoring the construction of chemical terrorism and Islamic terrorism to enrich the understanding of how the process of developing chemical weapons as well as the consequences of using one affect the decision-making processes of terrorists. Hence, the constructivist theory has provided a better understanding to explain how chemical terrorism is, to some extent, shaped by ideas/beliefs and to highlight the psychological and physical impacts of chemical weapons
