After the collapse of the USSR, Central Asian republics have started to get attention from the outside world, especially due to their natural resources. The region is also important for the EU. The heroine flows in Europe are coming from Afghanistan through Central Asia, the EU needs the region's republics to diversify its energy supplies in order to decrease dependency on Russia, and the region is important for the war against Islamist terrorism. Due to such reasons, the EU has to come up with effective foreign policy toward Central Asia. The region is also important, in allowing the EU's global actorness to be examined. The EU has been defined as a normative global power, which seeks to shape the other actors on the international stage with its values such as human rights, democracy and rule of law. Exporting these values is defined as one of the main foreign policy priorities of the EU. With 2007 Central Asia Strategy Plan, the EU has put great emphasis on these normative values. However, there is a gap between the rhetoric and the practice. The EU's normative power has little effect in Central Asia due to the fact that the norm-based policies seem too limited. This dissertation examines the EU's normbased policies on the region and comes up with a result that norm-based policies have little effect on Central Asian countries. Uzbekistan and Kyrgyzstan are the components of the case study of this dissertation. Data for analysis are mainly selected from publications of non-governmental institutions such as Human Rights Watch, Freedom House and Amnesty International.
