Özet
Küreselleşen dünyanın en önemli gündem maddeleri arasında yer alan göç ve ona bağlı sorunlar her geçen yıl artmaktadır. Göçmen işgücü konusu da tüm dünyada bir sorun olarak karşımıza çıkmaktadır ve bu konuyu çeşitli açılardan ele alan çalışmalara rastlanmaktadır. İnşaat sektörü için de göçmen işgücü önemli bir sorundur. Literatürde son yıllarda göçmen işgücü sorunlarına yönelik pek çok çalışmaya rastlanmıştır. Türkiye'de göçe yönelik yapılan çalışmaların çoğu konuyu ekonomik ve siyasal açılardan ele almışlardır. Türkiye'de inşaat sektörü içinde istihdam edilen oldukça fazla göçmen bulunmasına rağmen, literatürde inşaat sektöründe hizmet veren göçmen işçilere ilişkin çok az sayıda çalışmaya rastlanmıştır. Göçün Türkiye'nin bir gerçeği olması, niteliksiz işgücü için inşaat sektörünün en uygun sektörlerden biri olması nedenleriyle; yapılacak çalışmada inşaat sektöründeki yabancı işçilerle ilgili sorunları belirleyip, çözüm önerileri geliştirerek Türk inşaat sektöründeki verimliliği arttırmak amaçlanmaktadır. Yapılacak çalışmada; konu ilgili literatür taranarak içerik analizi yöntemi ile inşaat sektöründe göçmen işçilere ait sorunlar ve çözüm önerileri belirlenecektir. İçerik analizi, göçmen işçiler ile ilgili sorunların ve çözüm önerilerinin belirli kelimeler ile ifade edilip sınıflandırması için literatürde yer alan metinlerin taranmasında kullanılabilecek uygun bir yöntemdir. Ayrıca, Türkiye'deki inşaat sektöründe istihdam edilen göçmen işçilerin sorunlarının ve çözüm önerilerinin önem derecelerine göre tespit edilebilmesi amacıyla göçmen işçilere ve işverenlerine uygulanmak üzere anket hazırlanacak ve uygulanacaktır. Anket sonucu göçmen işçi ve işverenleri tarafından değerlendirilen sorunlar ve çözüm önerileri, literatür çalışmasından elde edilen inşaat sektöründe istihdam edilen göçmen işçilere yönelik sorunlar ve çözüm önerileri ile karşılaştırılacaktır. Belirlenen sorunlara Türkiye'deki şantiyelerde istihdam edilen işçi ve işverenlerinin önerdiği çözüm önerileri ile literatürdeki yayınlarda farklı ülkelerdeki benzer sorunlara geliştirilen çözüm önerileri değerlendirilerek; Türkiye'de inşaat sektöründe göçmen işçilerin yaşadığı sorunlara çözüm önerileri sunulacaktır.

Migration and its related problems, which are among the most important agenda items of the globalizing world, are increasing every year. The issue of migrant labor is also a problem all over the world, and there are studies that deal with this issue from various perspectives. Migrant labor is also an important problem for the construction industry. In recent years, many studies on migrant labor problems have been found in the literature. Most of the studies on migration in Turkey have dealt with the issue from economic and political perspectives. Although there are quite a lot of immigrants employed in the construction sector in Turkey, very few studies have been found in the literature on migrant workers serving in the construction sector. Due to the fact that immigration is a fact of Turkey and the construction sector is one of the most suitable sectors for unskilled labor; In this study, it is aimed to increase productivity in the Turkish construction sector by identifying the problems related to foreign workers in the construction sector and developing solutions. In the work to be done; The related literature will be scanned and the problems and solution proposals of migrant workers in the construction sector will be determined by content analysis method. Content analysis is a suitable method that can be used in scanning the texts in the literature in order to express and classify the problems and solution proposals related to migrant workers with certain words. In addition, a questionnaire will be prepared and applied to migrant workers and their employers in order to determine the problems of migrant workers employed in the construction sector in Turkey and their solution proposals according to their importance. The problems and solution proposals evaluated by migrant workers and employers as a result of the survey will be compared with the problems and solutions for migrant workers employed in the construction sector obtained from the literature study. Evaluating the solution proposals proposed by the workers and employers employed in the construction sites in Turkey to the identified problems and the solution proposals developed for similar problems in different countries in the publications in the literature; Solution suggestions will be presented to the problems experienced by migrant workers in the construction sector in Turkey.
