Özet
Bulgaristan Prensliği'nin kurulmasına Berlin Antlaşması (13 Temmuz 1878) ile karar verilmiştir. Öngörülen bu Prenslik, Osmanlı Devleti'ne bağlı olacak ve vergi verecektir. Bu antlaşma, hükümleriyle Prensliğin tüm siyasetine yön verme özelliğine sahiptir. Prensliği yöneten Bulgar hükümetleri, Osmanlı Devleti ile olan ilişkilerini Berlin Antlaşması çerçevesinde sürdürmeye çalışmışlardır. 1887-1894 yılları arası iktidarda olan Stefan Stambolov Hükümeti de bunlardan biridir. Bu tezin amacı, sözü edilen hükümet döneminde Osmanlı Devleti ve Bulgaristan Prensliği arasındaki ilişkileri incelemektir. Tezin amacına uygun olarak önce Bulgaristan Prensliği'nin hukukî statüsü hakkında bilgi verilerek incelenen dönemin Bulgar karar vericilerinin Berlin Antlaşması'na uygun bir şekilde hareket edip etmedikleri tespit edilmiştir. Ardından Bulgaristan Prensliği'nde yaşanan siyasî krizlerin ve dönemin Bulgar Hükümeti'ne yönelik tepkilerin Osmanlı Devleti ile olan ilişkilerine yansıması gösterilmiştir. Bulgarlar için“hassas bir millî”hedef olan Makedonya'nın ilişkilerdeki yeri ve önemi de irdelenmiştir. İlaveten siyasî alandaki iyi ilişkilerin sosyo-kültürel, iktisadî, ulaşım ve haberleşme münasebetlerine tesiri saptanmıştır. Ayrıca Osmanlı Devleti ve Bulgaristan Prensliği arasındaki ilişkilerde Büyük Güçlerin rolü ve yaptırım güçleri görülmüştür. Tez çalışması, Bulgar ve Osmanlı arşiv belgeleri merkeze alınarak oluşturulmuştur. Araştırmayı zenginleştirmek amacıyla dönemin süreli yayınlarından istifade edilmiştir. Ayrıca döneme tanıklık etmiş kişilerin anılarından, tuttukları günlüklerden faydalanılmıştır. Konuyla ilgili araştırma eserler ile de desteklenmiştir.

The establishment of the Principality of Bulgaria was decided by the Treaty of Berlin (13 July 1878). This envisaged Principality would be related to the Ottoman Empire and pay taxes. With its provisions this treaty has the feature of directing the entire policy of the Principality. The Bulgarian governments that ruled the principality tried to maintain their relations with the Ottoman Empire within the framework of the Treaty of Berlin. The government of Stefan Stambolov, which was in power between 1887-1894, was one of them. The objective of this dissertation is to study the relations between the Ottoman Empire and the Principality of Bulgaria during this government. In accordance with the purpose of the thesis, firstly, the legal status of the Principality of Bulgaria was given and it was determined whether the Bulgarian decision-makers of the period studied acted in accordance with the Treaty of Berlin. Then, the reflection of the political crises in the Principality of Bulgaria and the reactions to the Bulgarian Government of the period on its relations with the Ottoman State is shown. The place and importance of Macedonia, a“sensitive national”target for the Bulgarians, in the relations is also has been scrutinized. In addition, the effect of good relations in the political field on socio-cultural, economic, transportation and communication relations has been detected. Moreover, in the relations between the Ottoman Empire and the Principality of Bulgaria, the role and sanctioning power of the Great Powers has been seen. The thesis study has been created by taking Bulgarian and Ottoman archive documents into the center. Periodicals of the period has been used to enrich the research. In addition, the memories of the people who witnessed the period and the diaries they kept has been utilized. Research on the subject has also been supported by works.
