Özet
Bu araştırmanın amacı, Türkiye spor yönetim sisteminin yapısal olarak incelenmesi; mevcut durum ve sorunlar, stratejik amaçlar ve geleceğe yönelik öngörülerle değerlendirilmesidir. Katılımcılar, amaçlı örnekleme yöntemlerinden biri olan ölçüt örnekleme kullanılarak belirlenmiştir.Araştırmaya, Türkiye ve dünyada spor yönetimi alanında ulusal ve uluslararası örgütlerde üst düzey yöneticilik yapmış ve yapmakta olan kişiler ve spor yönetimi alanında çalışan akademisyenler olmak üzere 13 kişi katılmıştır. Araştırma nitel yöntem olan durum deseni çalışmasına bağlı olarak yürütülmüş ve ''İç içe geçmiş tek durum deseni'' modeliyle gerçekleştirilmiştir. Araştırmada“yarı yapılandırılmış görüşme formu”kullanılmıştır. Katılımcılar ile yapılan görüşmeler online“zoom cloud meetings”programı ile yapılmış ve toplam 20 saatlik sesli görüntü ile kaydedilmiştir. Araştırmanın amacını gerçekleştirmek için tümevarımcı bir yaklaşım ortaya konulmuştur. Tüm veriler“MAXQDA Plus Pro 2020”programına aktarılmıştır. Oluşturulan kodlar, mevcut kategorilere bağlı kalınarak tema ve alt temalara yönlendirilmiştir. Verilerin analizinde ''betimsel analiz“ yöntemi ile beraber aynı zamanda ''içerik analizi”yöntemi' de kullanılmıştır. Analiz sonucunda 26 ana tema ile beraber tüm kodların sayısı 156 olarak belirlenmiştir. Araştırmanın geçerlik ve güvenirliğini sağlamak amacıyla Δ= C ÷ (C +∂ )×100 formülü kullanılarak kodlayıcılar arası uzlaşma yapılmış ve uzman ile kodlar arası görüş birliği oranı % 88,6 olarak bulunmuştur. Araştırma sonuçlarına göre; Türkiye spor yönetim sisteminin (GSB Merkez, Taşra, Federasyonlar, TMOK, Spor Kulüpleri, Belediyeler, Engelli Sporu) boyutları ile ilgili değerlendirmeler yapılmıştır. Buna göre; Merkez teşkilatın işleyişinin hantallaştığı, yerinden yönetim sistemi ile daha etkili hale getirilmesi gerektiği, herkes için spor anlayışının yaygınlaştırılmasının önemli olduğu ve merkez teşkilat için tüm paydaşları içine alan bağımsız bir çatı örgüt modeline ihtiyaç duyulduğu sonucuna ulaşılmıştır. Taşrada sporun tabana yayılmasının sağlanması ve KYK'nın taşra ile birleşiminin olumsuz sonuçları olduğu bununla beraber sporda tüm paydaşların içerisinde yer aldığı İl spor koordinasyon kurullarının oluşturulması gerektiği sonucuna ulaşılmıştır. Spor federasyonlarının idari ve mali olarak tam bağımsızlığının sağlanması ve spor kulüplerinin yeni yasal düzenlemelerle mevcut durumlarının iyileştirilmesi, şirket modelinin ise bir ihtiyaç olduğu sonucuna ulaşılmıştır. TMOK'un ülkede daha aktif olması ve illerde şubeleşmesinin gerekli olduğu, Belediyelerin hizmet imkanlarını kullanarak rekreatif alanlar oluşturarak herkes için sporu desteklemesi ve bünyelerinde spor hizmet birimleri kurması gerektiği, Engelli sporunun özerk bir yapılanma ile hizmet etmesi tesislere ulaşılabilir olunması ve engelli bireyler ile normal bireyler arasında ayrımcalığın olmadığı bir anlayışın oluşturulması gerektiği sonucuna ulaşılmıştır.

The aim of this research is to structurally examine the Turkish Sports Management System and evaluating the current situation, problems, strategic goals and future projections. 13 individuals, including managers in national and international organizations in the field of sports management in Turkey and throughout the world, and academics working in the field of sports management, participated in the research. These individuals were determined by using the sampling type criteria from the purposeful sampling method, which is a qualitative method. The research was carried out based on the case pattern study, which is a qualitative method, and the“nested single case design”model was used. In-depth interviews were conducted with each individual using the semi-structured interview form technique as the data collection method. Interviews with the participants were carried out with online zoom meetings and recorded accounting to 20 hours of audio video. An inductive approach was set forth to clarify the sub-problems of the research. The data was transferred to MAXQDA Plus Pro 2020 program.The codes created were divided into themes and sub-themes, adhering to the existing categories. The data generated according to the thematic framework were read in detail and arranged. 'Descriptive analysis method“, and ”content analysis method" was used in data analysis. Following the analysis, the number of all codes with 26 main themes was determined as 156. In order to ensure the validity and reliability of the research, consensus was made between the coders by using the formula Δ= C ÷ (C +∂ )×100, and the consensus rate between the experts and the codes was 88.6%. According to the research results; An evaluation was carried out regarding the dimensions of the Turkish Sports management system (GSB Centre, Provincial, Federations, TNOC, Sports Clubs, Municipalities, Disabled Sports), including the current situation, problems, strategic goals, model proposals, and stakeholder organizations cooperation criteria, and after this evaluation, a development was made by the researcher and an exemplary management model was created for the ''Turkey Sports Management System''. Accordingly, It was concluded that the functioning of the central organization has become cumbersome, that it requires be made more effective with the decentralized management system, that it is significant to expand the understanding of sports for everyone, and that an independent umbrella organization model that includes all stakeholders is needed for the central organization. It was evident that the spread of sports in the countryside and the merging of KYK with the countryside have negative consequences, and that Provincial sports coordination boards should be established in which all stakeholders are involved in sports. It was percipated that the full administrative and financial independence of sports federations and the improvement of the current situation of sports clubs with new legal regulations, and the company model is a necessity. It is necessary for TNOC to be more active in the country and to have branches in the provinces, Municipalities should support sports for everyone by creating recreational areas by using their service opportunities and establish sports service units within their bodies, Sports for the disabled should serve with an autonomous structure, facilities should be accessible and there should be no discrimination between disabled people and normal individuals.
