Özet
Osmanlı Devleti 6 asırlık siyasi ömründe son iki asırda dış ilişkilerinde önemli gelişmeler yaşamıştır. Duraklama ve Gerileme ile başlayan bu süreç dağılma ve yıkılma ile neticelenmiştir. Özellikle Dağılma Dönemi olarak adlandırılan 19. Yy Devletin çöküş aşamasına girişte fevkalade önemli bir yüzyıl olarak nitelendirilir. Zira Bu yüzyılda Osmanlı Devletinin askeri ve mali alanda zayıflaması ve merkezi otoriteye karşı ortaya çıkan isyanlar devletin dağılmasına sebep olmuştur. Bu yüzyılda Devletlerle girilen ilişkiler Osmanlı'nın eski ihtişamlı günlerini geride bıraktığını gösterir. Bu süreçte Osmanlı Devleti ile yakın münasebetlerde bulunan ve onu en çok etkileyen devletlerin başında İngiltere gelmektedir. 19.yy'da Osmanlı İngiltere münasebetleri ile ilgili çok ciddi malzeme bulunmakla beraber Osmanlıda azınlık statüsünde bulunan ve gazeteci olduğu iddia edilen Wıllıam Churchill adlı İngilizin Kadıköy'de av sırasında bir Osmanlı gencini vurması sonucu hapis cezası alması ile başlayan Churchill hadisesi bu iki devletin ilişkilerinin değerlendirilmesi açısından karşımıza çıkan önemli bir vak'adır. Osmanlı Devleti'nin 19. yy İngilizlerle ilşkileri ile ilgili çalışma ve tezler kaleme alınmıştır ancak Wıllıam Churchill hadisesi ile ilgili ülkemizde sadece tek bir tez ve kitap çalışması yapılmıştır Nedim İpek'e ait Churcıll Vak'ası adlı bu tez Vak'ayı ayrıntılı ele alması ile beraber Osmanlı ve İngiliz hareket tarzlarına şekil veren 1836 yılının oturduğu siyasi zemini tam olarak verememiştir. Konjönktürün dış politikada belirleyiciliği anlayışından ziyade hadiseye odaklı bir yaklaşım sunulmuştur. Konu ile ilgili diğer bir çalışma Orhan Koloğlu'na ait Miyop Çörçil olayı isimli kitaptır. Orhan Koloğlu'nun gazeteci kimliğinin ağır bastığı bu kitap, öznel bir anlatımla olayları aktarırken hadisenin tarih bilimi açısından anlaşılması gayretinden uzak kalmıştır. Çalışmamız Bilimsel Tarih anlayışına bağlı olarak birden fazla değişkenin hesaba katılması anlayışıyla, Osmanlı iç ve dış siyasi verilerini dikkate almış ve Dönemin diğer Devletleri ile ilişkileri hesaba katarak bu verilerin Churchill hadisesindeki etkilerini değerlendirmiştir. Osmanlı-İngiliz ilişkilerinde bu tür nokta hadiseler üzerinden pek çok gelişme yaşandığı için bu olayı merkeze alarak Churchill olayını geniş bir kapsam üzerinden değerlendirme ve bu kapsamı oluşturan kaynaklara yönelme iki devlet arasındaki ilişkilerin anlaşılmasına daha fazla katkı sağlayacağı düşüncesindeyiz. Amacımız akademik olarak Wıllıam Churchill Hadisesinden hareketle 19.yy Osmanlı-İngiliz ilişkilerine ve Konjönktür'ün etkisinin Osmanlı Dış Politika kararlarında uygulanış şekline bir perspektif kazandırabilmektir. Çalışmamız iki ana bölümden oluşmaktadır. Giriş bölümünde 19. Yy'da dünyada değişen dengelere, Osmanlı'nın bu yüzyıla nasıl girdiğine ve Osmanlı-İngiliz ilişkilerinin tarihine değinilmiştir. İlk Bölümde Osmanlıyı etkileyen iç ve dış siyasi gelişmeler ve bu gelişmelerin etkisiyle şekillenen İngiliz politikası konuları ele alınmış, İkinci bölümde ise Osmanlı'da diplomasi ve Churchill olayı işlenmiştir.

The Ottoman Empire has experienced important developments in its foreign relations in the last two centuries during its 6-century political life. This process, which started with stagnation and regression, resulted in disintegration and collapse. Especially the 19th century, which is called the Disintegration Period, is characterized as an extraordinarily important century at the beginning of the collapse of the state. In this century, the weakening of the Ottoman Empire in the military and financial fields and the rebellions against the central authority caused the disintegration of the state. The relations entered into with the States in this century show that the Ottoman Empire left its former glory days behind. In this process, England is one of the states that had close relations with the Ottoman Empire and affected it the most. In the 19th century, although there is very serious material about the Ottoman-England relations, the Churchill incident, which started with the imprisonment of an Englishman named William Churchill, who was a minority in the Ottoman Empire and claimed to be a journalist, shot an Ottoman youth while hunting in Kadıköy, and the Churchill incident started with us in terms of the evaluation of the relations between these two states. It is an important case. Many studies and theses have been written about the relations of the Ottoman Empire with the British in the 19th century, but only one thesis and book study has been done in our country regarding the William Churchill incident. However, it could not fully give the political ground of 1836, which shaped the Ottoman and British modes of action. An event-oriented approach is presented rather than the understanding that the conjuncture is decisive in foreign policy. Another study on the subject is the book called Myopia Çörçil Incident by Orhan Koloğlu. While this book, in which Orhan Koloğlu's journalistic identity predominates, conveys the events with a subjective narrative, it has remained away from the effort to understand the event in terms of historical science. Our study, with the understanding of taking into account more than one variable depending on the understanding of Scientific History, took into account the internal and external political data of the Ottoman Empire and evaluated the effects of these data on the Churchill event by taking into account the relations with the other States of the Period. Since there have been many developments over such incidents in the Ottoman-British relations, we think that by putting this incident in the center, evaluating the Churchill incident from a wide scope and focusing on the sources that make up this scope will contribute more to the understanding of the relations between the two states. Our aim is academically based on the William Churchill Incident. To gain a perspective on the 19th century Ottoman-British relations and the application of the Conjuncture's effect on Ottoman Foreign Policy decisions. Our work consists of two main parts. In the introduction, the changing balances in the world in the 19th century, how the Ottoman Empire entered this century and the history of Ottoman-British relations are mentioned. In the first part, internal and external political developments affecting the Ottoman Empire and the British policy shaped by the effects of these developments were discussed, and in the second part, diplomacy and Churchill in the Ottoman Empire were discussed.
