Özet

Bu çalışmanın amacı, teknoloji ve politika ilişkisinin günümüzde hangi dinamiklerle şekillendiğini açıklamak ve anlamak için bir katkı sunmaktır. Tezin iddiası politikanın teknoloji tarafından hangi faktörlerle biçimlendiğinin tekno-politik perspektif çerçevesinden açıklanabileceğine yöneliktir. Tez, çağdaş güvenliğin bu çerçeve kapsamında incelenmeye değer bir olgu olduğunu savunmaktadır. Çalışma özellikle Amerika Birleşik Devletleri'ne (ABD) odaklanarak güvenliğin inşasını tekno-politik çerçevesinde incelemektedir. ABD'yi tekno-politik bir devlet olarak kabul eden bu çalışma, teknoloji ve politika arasındaki ilişkinin kapsamlı bir tekno-politik mercekle anlaşılabileceğini vurgulamaktadır. Tez, ABD'de bu ilişkinin tarihsel gelişimini incelemekte ve ülkenin yapay zeka ve siber güvenlik alanlarıyla ilgili çağdaş güvenlik stratejilerinin ayrıntılı bir analizini sunmaktadır. Bulgular, ABD güvenlik stratejilerinin ortaya koyduğu niyet ve gelecek perspektifinin, yeni jeopolitik mücadelenin tekno-politik bir zeminde gerçekleşmesi yönünde olduğunu vurgulamaktadır. Buna göre ABD demokrasi ve insan hakları gibi politik vurgular üzerinden bir tekno-politika inşa ederken müttefik ve ortaklarına bir teknoloji ittifakı çağrısında bulunmaktadır. Bu ittifakın karşı tarafında ise Çin gibi yine tekno-politik zeminde yükselen aktörler konumlandırılmaktadır.

The aim of this study is to make a contribution to explaining and understanding the dynamics through which the relationship between technology and politics is shaped today. The thesis argues that the ways in which policy is shaped by technology can be explained through a techno-political perspective. The thesis argues that contemporary security is a phenomenon worth examining within this framework. The study examines the construction of security within a techno-political framework, with a particular focus on the United States of America (US). Recognizing the US as a techno-political state, this study emphasizes that the relationship between technology and politics can be understood through a comprehensive techno-political lens. The thesis examines the historical development of this relationship in the US and provides a detailed analysis of the country's contemporary security strategies in the areas of artificial intelligence and cyber security. The findings emphasize that the intention and future perspective of US security strategies is that the new geopolitical struggle will take place on a techno-political ground. Accordingly, the US is building a techno-politics based on political emphases such as democracy and human rights, while calling for a technological alliance with its allies and partners. On the other side of this alliance, rising actors such as China are positioned on techno-political grounds.
