Özet
Bu çalışmada, Uluslararası Silahlı Çatışma Hukuku Kapsamında Otonom Savunma Teknolojileri'nin konuşlandırılmasından doğan komutan sorumluluğu ele alınmaktadır. Çalışmanın ana odağı her neviden Otonom Savunma Teknolojisine uygulanması mümkün olan mevcut uluslararası hukuk kurallarını tespit etmektir. Literatürdeki çalışmaların büyük bir kısmında, devlet uygulamalarının çoğunlukla Otonom Silah Sistemleri üzerinde yoğunlaşmasından kaynaklı olarak, Otonom Silah Sistemlerinin kullanımından doğan sorumluluklar irdelenmişken, biz, silah sistemlerinin bu teknolojilerin belirli bir kısmından ibaret olması, savunma ekosisteminde; silah mahiyetinde olmayan teknolojilerin de var olması sebebiyle savunma sektöründeki teknolojileri bütüncül bir kavram olan Otonom Savunma Teknolojileri ile ele almayı tercih ettik.

This study examines commander responsibility arising from the deployement of Autonomous Defense Technologies within the scope of International Armed Conflict Law. The main focus of the study is to identify the existing international law rules that can be applied to all types of Autonomous Defense Technologies. While a large part of the literature examines the responsibilities arising from the use of Autonomous Weapon Systems, mainly due to state practices being concentrated on Autonomous Weapon Systems, we preferred to address the technologies in the defense sector in a holistic manner by using the term Autonomous Defense Technologies because weapon systems are only a specific part of these technologies, and there are also non-weapon technologies in the defense ecosystem.
