Özet

İnsanlığın dünya üzerinde yaşamaya başlamasıyla birlikte korunma, yaşama ve ibadet amaçlı sayısız yapı inşa edilmiş ve zamanla bu yapılar kentleri oluşturmuştur. Kentlerin zamanla yaşadığı savaşlar, yangınlar ve depremler; yıkımı ve yeniden inşayı meydana getirmiştir. Kentlerin yaşadığı doğal ve yapay felaketler neticesinde kentin yeniden inşası sırasında genellikle eski kentin üzerine inşa edilerek ilerlenmiştir. Bunun neticesinde çok katmanlı kentler ortaya çıkmıştır. Günümüzde bu çok katmanlı kentler, farklı medeniyetlerin izlerini barındıran zengin arkeolojik mirası günümüz kent dokusuyla bir arada tutmaktadır. Ancak, kentsel yenileme, deprem riskine karşı yapıların güçlendirilmesi ve artan nüfus gibi nedenlerle hızlanan yeni yapılaşma faaliyetleri, bu mirasın korunması gerekliliği ile sıkça çatışmaktadır. Dünya'da artan şehir nüfuslarıyla birlikte, özellikle İstanbul ve Roma gibi tarihi kentlerde, mevcut doku ile yeni yapılaşma faaliyetleri iç içe geçmektedir. Bu tür çok katmanlı yerleşimlerde, tarihi dokuya yakın yerlerde yoğunlaşan inşaatlar sırasında arkeolojik kalıntılar ile karşılaşılma olasılığı oldukça yüksektir. Bu durum, ülkelerin sahip olduğu tarihi mirasa karşı önemli bir sorumluluğu beraberinde getirir: hem kentin tarihi dokusunun siluetini korumak hem de yer altında kalmış kalıntıları muhafaza etmek. Özellikle İstanbul gibi Roma, Bizans ve Osmanlı dönemine ait çok sayıda kalıntının katmanlar halinde toprak altında bulunduğu şehirlerde, bir kalıntının ortaya çıkması yapının inşa sürecinde ciddi aksaklıklar ve belirsizlikler yaratmaktadır. Bu belirsizlik, Türkiye'de mevcut yasal düzenlemeler kapsamında arkeolojik kalıntıların bulunduğu alanlardaki yapılaşma süreçlerini yönlendirecek standart bir uygulama rehberinin eksikliğinden kaynaklanmaktadır. Bu standart eksikliği, her parselin veya kalıntının ayrı ayrı koşullar altında, duruma özel ve öznel yorumlarla değerlendirilmesine neden olmakta; bu da hem arkeolojik kalıntıların hatalı belgelenmesi riskini artırmakta hem de koruma ile kentleşme ihtiyacı arasında yönetilmesi zor bir çatışma doğurmaktadır. Özellikle İstanbul Tarihi Yarımada gibi yoğun arkeolojik potansiyele sahip bölgelerde, inşaatların temel kazısı sırasında beklenmedik bir şekilde arkeolojik kalıntılara rastlanması, mevcut yasal çerçevede standart bir müdahale planının bulunmaması nedeniyle süreçleri belirsizliğe sürüklemekte; projeleri durma noktasına getirerek ciddi zaman ve maliyet kayıplarına yol açmaktadır. Bu çalışma kapsamında, çok katmanlı yerleşim alanlarında yapılaşma sırasında ortaya çıkabilecek arkeolojik kalıntıların korunmasından yapılaşmanın tamamlanmasına kadar olan yönetim süreci incelenmektedir. Çalışma, bu süreci standardize etmek ve nesnel kriterlere dayandırmak amacıyla, teknoloji destekli bir“erken tespit”yaklaşımına (örneğin jeoradar [GPR] ve hedeflenmiş sondaj) dayanan, hem arkeolojik değerlerin korunmasını sağlayacak hem de yapılaşma sürecini öngörülebilir kılacak çeşitli senaryolar içeren bir araştırma modeli sunmayı hedeflemektedir. Bu model, arkeolojik kalıntıların konumuna ve yapılaşma sürecine etkisine göre bir değerlendirme sistemine dayanır. Bu değerlendirmeye bağlı olarak, kalıntının mekânsal konumu ve yeni yapı ile ilişkisine göre üç farklı müdahale senaryosu (Model I, II, III) tanımlanır. Model, kalıntının bulunduğu parselde yapılaşmanın nasıl sürdürülebileceğine yönelik alternatif çözüm yaklaşımları üretir ve bu yaklaşımların pratik uygulanabilirliği İstanbul'un Fatih İlçesi'ndeki vaka analizleriyle test edilmiştir. Sonuç olarak bu tez, koruma ve yapılaşma arasındaki çatışmayı yönetilebilir bir sürece dönüştürmeyi hedefleyen, uygulayıcılara (mimarlar, mühendisler, plancılar vb.) ve karar vericilere yönelik standart bir rehber sunarak alana özgün bir katkı sağlamaktadır.

This uncertainty is due to the lack of a standard application guide that will guide the construction processes in the areas where archaeological remains are found within the scope of the current legal regulations in Turkey. Especially in areas with intense archaeological potential, such as the Historical Peninsula of Istanbul, the unexpected discovery of archaeological remains during the basic excavation of construction causes uncertainty in the processes due to the lack of a standard intervention plan in the current legal framework; bringing projects to a standstill, leading to serious time and cost losses. Within the scope of this study, the management process from the protection of archaeological remains that may emerge during construction in multi-layered settlement areas to the completion of construction is examined. The study aims to present a research model based on a technology-assisted“early detection”approach (for example, georadar [GPR] and targeted drilling), based on standardizing this process and basing it on objective criteria, containing various scenarios that will both ensure the preservation of archaeological values and make the construction process predictable. This model is based on an evaluation system according to the location of the archaeological remains and their impact on the construction process. Depending on this evaluation, three different intervention scenarios (Model I, II, III) are defined according to the spatial location of the remains and their relationship with the new is based on an evaluation system according to the location of the archaeological remains and their impact on the construction process. The model generates alternative solution approaches for how construction can continue on the parcel where the remains are located, and the practical applicability of these approaches has been tested through case analyses in the Fatih District of Istanbul. As a result, this thesis contributes specifically to the field by providing a standard guide aimed at practitioners (architects, engineers, planners, etc.) and decision-makers, with the goal of transforming the conflict between conservation and development into a manageable process.
