Özet
ÖZET Bu çalışmada teorik temelini yeni ticaret teorilerinden alan stratejik ticaret politikaları analiz edilmiştir. Tam rekabet ve ölçeğe göre sabit getiri varsayımlarına dayanan geleneksel ticaret teorilerinden farklı olarak stratejik ticaret politikası modelleri, gerçek dünyaya daha yakın varsayımlara dayanmaktadır. Ölçeğe göre artan getiri, yaparak öğrenme, AR-GE faaliyetleri, firmalar arası stratejik etkileşim gibi, günümüzde bir çok endüstride önem taşıyan konular stratejik ticaret politikası modellerinde analize dahil edilmiştir. Analitik çerçevedeki bu farklılık nedeniyle stratejik ticaret politikaları, geleneksel ticaret teorilerinin politika önermelerinden farklılık göstermekte ve ticarete devlet müdahalesiyle bir ülkenin refahının artırılabileceği olasılığına dikkat çekmektedir. Ancak stratejik ticaret politikası modellerinin bu sonuçlan çeşitli nedenlerle ihtiyatla karşılanmalıdır. İlk olarak bu modellerin müdahale yanlısı sonuçlan, sınırlayıcı varsayımlar altında elde edilmiştir ve doğal olarak modellerin varsayımlanna karşı duyarlılık göstermektedir. Diğer bir neden de, desteklenecek sektörlerin belirlenmesi ve politika amaç ve araçlannda görüş birliğine vanlması gibi konularda stratejik ticaret politikalannın formüle edilmesi ve uygulanmasında karşılaşılan güçlüklerdir. Stratejik ticaret politikası modellerinin oyun teorik yapısı da gerçek dünyanın karmaşık ilişkileri ve etkileşim biçimleri karşısında yetersiz kalmaktadır. Aynca, gelişmiş ve gelişmekte olan ülkelerin endüstriyel yapılanndaki farklılıklar da bu modellerin gelişmekte olan ülkelere uygulanmasında dikkatli olmayı gerektirmektedir. Stratejik ticaret politikalarına ilişkin ampirik çalışmalar da teorinin pratiğe uygulanmasının oldukça güç olduğunu kanıtlar niteliktedir. Bu güçlükler nedeniyle yapılan çalışmaların sonuçlan, ticaret politikalannın tasanmına ilişkin önermeleri açısından değil stratejik ticaret politikası modellerinin teorik yapısının kavranmasına katkılan açısından değerlendirilmelidir.

Ill SUMMARY This study aims at analyzing the strategic trade policy, the theoretical foundations of which are based on the new trade theories. Differing from the conventional trade theories which are based on the assumptions of perfect competition and constant returns to scale, the assumptions of the strategic trade policy models are closer to the real world. Features such as increasing returns to scale, learning by doing, R&D activities, strategic interactions among firms which are important in today's industries are included in the analysis of the strategic trade policy models. Because of this difference in the analytical framework, the policy recommendations of the strategic trade policy models differ from the conventional trade theories and they draw attention to the possibility that by government interventions the welfare of a country may be increased. However, because of several reasons the results of the strategic trade policy models should be evaluated cautiously. First, the interventionist results of these models have been obtained under restrictive assumptions, and naturally exhibit sensivity to these assumptions. Another reason is the difficulties related to the formulation and implementation of strategic trade policies such as determining the sectors to be supported and obtaining a consensus on the policy targets and tools to be employed. Furthermore, the game theoretical structure of the strategic trade policy models fails to capture all of the complex relations and types of interactions of the real world. Moreover, the differences in industrial structures of the developed and developing countries require more caution in applying these models to the latter. Empirical studies on strategic trade policies also indicate the difficulties of their implementations in the real world setting. Therefore, the results of these studies should be evaluated not on their recommendations for the design of trade policies but on their contributions to the understanding of the theoretical structure of the strategic trade policy models.
