Özet
Bu araştırma, Türkiye'nin üçüncü büyük şehri ve kozmopolit bir yapıya sahip olan İzmir ilinde yaşayanların gündeme getirdiği inanç esaslarına ilişkin soru veya sorunları analiz etmektedir. Söz konusu sorular üzerinden kelâm ilminin alanına giren inanç esaslarına dair güncel problemlerin tespit edilmesi amaçlanmıştır. Bu kapsamda İslâm dinine dair inanç, ibadet ve ahlak esaslarıyla ilgili işleri yürütmek, bilgilendirmek veya yönetme görevi bulunan Diyanet İşleri Başkanlığı'na aktarılan hususlar incelenmiştir. Çalışmada, nitel araştırma yöntemi kullanılarak İzmir İl Müftülüğü Din Hizmetleri Biriminde vazifeli olan 22 din görevlisiyle derinlemesine yüz yüze mülâkat yapılmıştır. Söz konusu katılımcılara; Alo 190 Fetva Hattı, Aile ve Dini Rehberlik Bürosu ile sahada karşılaştıkları inanç esaslarıyla ilgili problemlere yönelik 26 soru yöneltilmiştir. Veri toplama sürecinde kavramsal ve teorik çerçeve dokümantasyon incelemesi yöntemi ile oluşturulmuştur. Mülâkat sırasında katılımcılardan elde edilen bulgular, İslâm dininin temel prensiplerini içeren usûl-i selâse ve zarûrât-ı dîniyye konuları ile onları doğrudan ya da dolaylı ilgilendiren hususlara ilişkin problemleri ortaya koymuştur. Allah'a, meleklere, kitaplara, peygamberlere, ahiret gününe ve kazâ-kadere iman konularına dair güncel problemlerin tespit edilmesini sağlamıştır. Bununla birlikte bulgular usûl-i selâsenin ilk konusu ilâhiyyâta dair Allah'ın sıfatları ve onunla doğrudan ilgili olan kazâ-kader ile kötülük problemine dair sorunların olduğunu göstermiştir. Nübüvvât konularında ağırlıklı olarak Kur'an-ı Kerim'in hükümleri ve Hz. Peygamber'in (s.a.s.) yaşantısına yönelik sorular sorulmuştur. Sem'iyyâtla ilgili daha çok cin, büyü ve okülistik inançlarla ilgili hususlar gündeme getirilmiştir. Sonuç olarak inanç esaslarıyla ilgili din görevlilerine iletilen problemlerin genellikle inanan insanlar tarafından gündeme getirildiği tespit edilmiştir. Söz konusu kişilerin sorularının inkâr amaçlı değil hem dinin emir ile yasaklarını anlamak ve anlamlandırmak hem de İslâm'ın temel prensiplerine uygun Tanrı, evren ve insan tasavvurunu oluşturmaya yönelik olduğu saptanmıştır. Din görevlilerinin, inkârcıların dile getirdiği problemlerle bire bir muhatap olmadığı görülmüştür.

This research analyzes the questions or issues raised by the residents of Izmir, the third-largest city in Turkey and a city with a cosmopolitan structure, regarding the principles of faith. The aim was to identify current problems concerning the principles of faith that fall within the scope of Kalam theology, based on the questions under consideration. In this context, the matters transferred to the Directorate of Religious Affairs, which is responsible for carrying out, informing or managing affairs related to the principles of faith, worship and morality of Islam, have been examined. In the study, 22 religious officials working in the Directorate of Religious Services of the Izmir Provincial Mufti Office were interviewed in depth face-to-face using the qualitative research method. The participants were asked 26 questions about the principles of faith they encountered in the field, through the Alo 190 Fatwa Hotline and the Family and Religious Guidance Bureau.The conceptual and theoretical framework was created using the literature review method during the data collection process. The findings obtained from the participants during the interview revealed problems concerning three pillars (usul al-salasah) and the necessities of the Islamic religion (darurat al-diniyyah) and matters directly or indirectly related to them. They have ensured that current problems regarding faith in Allah, angels, books, prophets, the Day of Judgment and divine decree and destiny are identified. According to the findings, the first topic of the three pillars (usul al-salasah) concerns the divine power of God and issues directly related to itpredestination and the problem of evilwhich are directly related to Him. The issues concerning the Prophet Questions were mainly asked about the rulings of the Holy Quran and the life of the Muhammad Prophet. The transferred Islamic knowledge (samiyyat) issues mostly related to the occult, such as jinn, magic, and occult beliefs, have been brought to the fore. As a result, it has been found that the problems communicated to religious officials regarding the principles of faith are generally brought to light by believers. It has been determined that the questions of the individuals in question are not intended to deny; rather, they aim to understand and interpret the commands and prohibitions of religion and to form a conception of God, the universe, and human beings that is in accordance with the fundamental principles of Islam. It has been observed that religious officials do not directly confront the issues raised by non-believers.
