Özet

Bu çalışma, Uluslararası İlişkiler disiplininde devletin ontolojik statüsünü Lacancı psikanalitik kuram aracılığıyla yeniden düşünmeyi amaçlar. Bu doğrultuda, son yirmi yılda Uluslararası İlişkiler'in en üretken araştırma alanlarından biri haline gelen Ontolojik Güvenlik Çalışmaları'na Lacancı bir devlet benliği kavramsallaştırması önerir; devleti tamamlanmış bir varlık olarak değil, kurucu bir eksiklikle malul ve bu nedenle egemenliği sürekli arzulayan bir özne konumu olarak kavramsallaştırır. Tezin özgün kavramsal katkısı, modern devletin ontolojik koşulunu“egemenlik arzusu”kavramı üzerinden düşünmesinde yatar. Bu bağlamda egemenlik, sahip olunan sabit bir mülkiyet, tamamlanmış bir hukuki statü ya da kesin biçimde elde edilmiş bir yetke olarak değil; söz konusu kurucu eksikliği telafi etmeye yönelen fakat hiçbir zaman tam olarak kapanmayan süreğen bir arzu süreci olarak kavramsallaştırılır. Tanınma, egemenliğin koşulluluğunu ve eksikliğini simgesel düzlemde kayda geçiren bir süreç olarak yorumlanır. Ontolojik güvenlik ise mutlak bir güvenlik ya da tamlık hali değil, eksikliği katlanılabilir kılan fantazmatik bir göreli istikrar biçimi olarak düşünülür. Yöntemsel olarak çalışma, teori geliştirici vaka çalışması yaklaşımını benimser. Bu kapsamda Lozan Barış Konferansı'nı salt tarihsel bir olay olarak değil, devletin ontolojik kuruluşuna ilişkin daha genel bir kuramsal tartışmanın özgül bir uğrağı olarak ele alır. Araştırmada Lozan Barış Konferansı tutanakları, delege beyanları, müzakere retoriği, Ankara-Lozan hattındaki telgraflar ve dönemin hatıratları birincil kaynak olarak kullanılır; çözümleme semantik ve semptomatik olmak üzere iki düzlemde yürütülür. Böylece metinlerdeki tekrarlar, tutarsızlıklar, aşırı vurgular ve bastırmalar Lacancı eksiklik ve arzu kavramları aracılığıyla yorumlanır. Çalışmanın ulaştığı temel sonuç, egemenliğin kazanılmış ve tamamlanmış bir statüden ziyade eksiklik temelli bir süreç olarak düşünülmesi gerektiğidir. Bu bağlamda Lozan, tamamlanmış bir devletin basitçe hukuki olarak tescil edildiği bir an değil; egemenlik iddiasının simgesel düzleme kaydedildiği ve tam da bu kayıt aracılığıyla eksiklikle birlikte kurulduğu bir kuruluş eşiği olarak okunur. Bu okuma, teritoryalite, nüfus, otorite ve tanınma gibi klasik egemenlik sütunlarını da devlet benliğinin tamlık fantezisini taşıyan fakat onu hiçbir zaman bütünüyle kapatamayan gösterenler olarak ele alır. Sonuç olarak tez, Ontolojik Güvenlik Çalışmaları literatürüne devleti“egemenlik arzulayan bölünmüş bir özne”olarak düşünmeye imkan veren özgün bir kavramsal çerçeve sunar;“egemenlik arzusu”kavramını da devlet davranışındaki tekrarları, süreklilikleri ve kriz anlarında belirginleşen semptomatik örüntüleri çözümlemeye elverişli bir analitik öneri olarak ortaya koyar.

This study aims to rethink the ontological status of the state in International Relations through the lens of Lacanian psychoanalytic theory. To that end, it advances a Lacanian conceptualization of the state-self within the Ontological Security Studies, one of the most productive research agendas in IR over the past two decades. Rather than treating the state as a completed entity, the study conceptualizes it as a subject-position marked by constitutive lack and, for that very reason, perpetually driven by the desire for sovereignty. The dissertation's original conceptual contribution lies in its theorization of the ontological condition of the modern state through the concept of the“desire for sovereignty”. Within this framework, sovereignty is understood not as a fixed possession, a completed legal status, or a definitively secured authority, but as an ongoing process of desire oriented toward compensating for constitutive lack, yet one that can never be fully sutured. Recognition, in turn, is interpreted as the process through which the conditionality and incompleteness of sovereignty are inscribed at the symbolic level. Ontological security, accordingly, is conceptualized not as a condition of absolute security or wholeness, but as a fantasmatic form of relative stability that renders lack bearable. Methodologically, the study adopts a theory-developing case study approach. Within this framework, the Lausanne Peace Conference is treated not merely as a historical event, but as a distinct moment within a broader theoretical inquiry into the ontological constitution of the state. The analysis draws on the minutes of the Lausanne Peace Conference, delegates' statements, the rhetoric of negotiation, telegraphic correspondence between the Ankara-Lausanne axis, and memoirs of the period as primary sources. These materials are examined on two levels, semantic and symptomatic. In this way, repetitions, inconsistencies, excessive emphases, and moments of repression within the texts are interpreted through the Lacanian concepts of lack and desire. The central conclusion of the study is that sovereignty should be understood not as an accomplished and completed status, but as a process structured by lack. In this sense, Lausanne is read not as a moment in which a fully formed state was simply juridically ratified, but as a constitutive threshold at which the claim to sovereignty was inscribed into the symbolic order and, through that inscription, constituted as lack. This reading further reconceives the classical pillars of sovereignty (territoriality, population, authority, and recognition) as signifiers that sustain the fantasy of state wholeness without ever fully closing it. The dissertation ultimately offers the Ontological Security Studies literature an original conceptual framework through which the state may be theorized as a“split subject desiring sovereignty”and advances the concept of the“desire for sovereignty”as an analytical lens for explaining repetitions, continuities, and the symptomatic patterns that become especially visible in moments of crisis in state behavior.
