Özet
Türkiye, bulunduğu konum itibariyle, geçmişten bugüne birçok göç hareketine ev sahipliği yapmıştır. Bir transit geçiş ülkesi olarak görülen ülke son yıllarda bir hedef ülke olma özelliğine de sahip olmuştur. Pek çok ülkeden göçmen, ülkemize yeni bir hayat kurmak üzere gelmektedir. Göç bir çok bilimsel disiplinin ilgi alanına giren çok boyutlu bir olgudur. Fakat çalışmadaki odağımızı göçün sosyal uyum boyutu oluşturmaktadır. Yaşadığımız yoğun göç dalgaları ve göç ülkesi olma sürecinde, sosyal uyum üzerinde durulması gereken oldukça önemli bir konudur. Kitlesel ve bireysel göçleri yoğun olarak yaşadığımız bu dönemde, sosyal ve kültürel uyum zorunlu bir gündem maddesidir. Toplumsal uyum konusunda kamu politikaları oldukça önemli bir yerde durmaktadır. Yerel yönetimler, yerelde halk ile birebir teması olan kurumlar olarak konunun yakın muhatabıdır. Uzun vadede sonuçlarını daha net göreceğimiz sosyal uyum sürecine, yerinde müdahale edebilmek ve süreci yönetebilmek gerekmektedir. Sosyal uyum konusunda yapılmış pekçok çalışma göçmenler açısından konuyu ele almıştır. Bu çalışma ülkemizde en çok göçmenin yaşadığı şehir olan İstanbul'da, sosyal uyum alanında konunun ana aktörlerinden biri olan yerel yönetimlerin bakış açısını ve konuya ilgisini ortaya koymaktadır.

Turkey, because of its location, has been the center for many migration movements from the past. The country, which is seen as a transit country, has also become a destination country in recent years. Immigrants from many countries come to our country to build a new life. Migration is a multidimensional phenomenon that is of interest to many scientific disciplines. However, our focus in the study is the social adaptation dimension of migration. Social cohesion is a very important issue that should be emphasized in the process of being a country of immigration and the intensive migration movements we live in. Social and cultural harmony is a mandatory agenda item in this period in which we experience mass and individual migrations. Public policies have a very important place in social cohesion. Local governments, that are institutions having direct contact with native population, are the main interlocutors of this issue. It is necessary to be able to organise and manage the social adaptation process on the exact location, which we will see more clearly in the long run. Many studies on social cohesion have addressed the issue in terms of migrants. This study reveals the perspective and the interest of local governments, which is one of the main actors in the area of social cohesion, in Istanbul, the city where most of the immigrants live in our country.
