Özet
Bu çalışma, Türkiye Kızılay Derneğinin (TKD) mülteci ve göçmenlere yönelik yürüttüğü insani yardım hizmetleri kapsamında üretilen verilerin elektronik ortamda yönetimine ilişkin mevcut durumu analiz etmeyi ve geliştirilebilir alanlara yönelik öneriler sunmayı amaçlamaktadır. Dijital dönüşüm sürecinde insani yardım kuruluşlarının karşılaştığı veri yönetimi, erişim, gizlilik, uzun süreli koruma ve standartlaşma gibi başlıca sorunlar bu çerçevede ele alınmıştır. Araştırmada karma yöntem kullanılmıştır. Bu kapsamda ISO/IEC 25012 Veri Kalitesi Modeli temel unsurları çerçevesinde yapılandırılmış anket ve yarı yapılandırılmış görüşme yoluyla nicel ve nitel veriler toplanmıştır. Elde edilen bulgular, TKD bünyesinde kullanılan bilgi, belge ve veri yönetimi sistemlerinin; entegrasyon, erişilebilirlik ve sürdürülebilirlik açısından gereksinimlerini ortaya koymuştur. Ayrıca, mülteci ve göçmen verilerinin yönetiminde uluslararası standartlar ile arşivsel veri yönetimi ilkeleri doğrultusunda, bütünleşik bir iş sürecine ihtiyaç duyulduğu sonucuna ulaşılmıştır. Bu bağlamda çalışma, akademik literatüre sağladığı katkı yanında benzer insani yardım kuruluşlarına yönelik uygulanabilir stratejik veri yönetimi önerileri geliştirmektedir. Çalışma, kurumsal dijital veri yönetimi uygulamalarının teknik ve etik boyutlarını dikkate alarak, mülteci ve göçmen verilerinin ulusal ve uluslararası koşullar doğrultusunda bütünleşik bir iş süreci içinde yönetimine ilişkin temel bileşenleri ortaya koymaktadır. Bu çalışmanın, insani yardım alanında veri odaklı yönetişim anlayışının gelişimine katkı sağlaması beklenmektedir.

This study aims to analyze the current state of the electronic management of data generated within the scope of humanitarian assistance services provided by the Turkish Red Crescent Society (TRCS) to refugees and migrants and to offer recommendations for areas open to improvement. In this context, the study addresses the major challenges faced by humanitarian organizations during the process of digital transformation, including data management, access, privacy, long-term preservation, and standardization. A mixed-methods research design was employed. Within this framework, quantitative and qualitative data were collected through a structured questionnaire and semi-structured interviews based on the core components of the ISO/IEC 25012 Data Quality Model. The findings revealed the requirements of the information, records, and data management systems used within TRCS in terms of integration, accessibility, and sustainability. Furthermore, the study concluded that the management of refugee and migrant data requires an integrated workflow in line with international standards and archival data management principles. In this respect, the study not only contributes to the academic literature but also develops applicable strategic data management recommendations for similar humanitarian organizations. By taking into account the technical and ethical dimensions of institutional digital data management practices, the study identifies the fundamental components required for managing refugee and migrant data within an integrated workflow shaped by national and international conditions. The study is expected to contribute to the development of a data-driven governance approach in the field of humanitarian aid.
