Özet
1980'li yıllarda başlayan finansal yenileşme süreci ve etkileri son yıllarda ekonomik ilişkilerin karmaşıklaşması ve ekonomik yapının yeniden şekillenmesi ile büyük önem kazanmıştır. Temelde finansal piyasaların fon kaynak ve kullanım yapısı üzerinde kendini gösteren süreç finansal kurumların ve araçların nitelik ve sayılarını da etkilemiştir. Finansal yenileşme sürecindeki hukuki düzenlemeler ve kaydedilen gelişmelerin bir sonucu olarak finansal piyasalar global bir nitelik kazanırken; gelişmelerde belirleyici bir rol oynayan ana faktör“teknoloji”olmuştur. Yaşanan süreçte bankaların karlı faaliyetlerini şekillendiren, yeni arz ve talep koşullarına uymalarını sağlayan en önemli güç elektronik sistemleri kurmak, kontrol etmek, kullanmak ve geliştirmek olmuştur. Bilgisayar ve telekomünikasyon alanlarındaki teknolojik gelişmelerin finans ve bankacılık sektörüne uygulanması, kağıda dayalı nakit ödemeleri içeren geleneksel hizmet anlayışı ve ödeme sistemlerinin elektronik ortamlara aktarılarak elektronik bankacılığın gündeme gelmesini sağlamıştır. Elektronik bankacılık gerek kurumlara gerek bireylere yönelik hizmetleri ile üretici, tüketici ve finans dünyası olmak üzere üç temel gücün ve ödeme sistemlerinin değişimindeki etkin rolü ile bankacılık sektörünü sürekli ilgilendiren ve ilgilendirmeye de devam edecek bir konu olmuştur. Dünyadaki gelişmelere paralel olarak son yirmi yılda Türk bankacılığında elektronik bankacılığın gelişimi hızlı olmuş ve oldukça önemli hale gelmiştir. Elektronik bankacılık bankacılığın finansal yenileşme sürecinde en önemli mesafeyi kaydettiği alan olurken uluslararası bankacılığa entegre olabilmelerinde de etkin rol oynamıştır.

The process of financial innovation and its impacts, which started in the 1980's, has gained a great importance in the recent years because of complications of the economic relationships and the restructring of the economic frame works. This process, which makes itself apparent upon the foundations of financial markets and their stuctural usage of the fonds and resources, has also affected the qualitative objectives and numbers of financial institutions and their means. While the financial markets attain a global importance as a result of legal enforcement within the framework of the process of financial innovation and their recorded developments, the main factor, which played a determining role by the development, has been“the technology”. The most important power during this experienced process, which also shaped the profitable actions of the banking sector and made them obey the new suppliance and demand conditions, has been the establishment of the electronic systems and also controlling and using and developping of these systems. The applications of the technological developments of the computer and telecomincation field on the financial and banking's sector, has made the electronic banking actual by way of transfering the traditional, service mentality from paper-based cash payments into the electronic enviroment.IV The Electronic Banking has been a subject, that attracts the concern of the banking sector, which affers services both to the institutions and to the individuals and which plays a determing role by the changes in the payment systems and the three predominant powers of the producers', consumers' and the financial worlds and will continive to be so. Precisely corresponding to the developments in the world, the evolution of the electronic banking in the Turkish banking sector has been very rapid in the recent twenty years, and has been very important, While the electronic banking has been the field, where the most important steps have been taken by the process of the evolutionary electronic banking and financial improvement, it has also played an important and effective role within the process of integrating itself into the international banking.
