Özet
Rekabet kavramı, ekonomiden sağlığa kadar pek çok alanda olduğu gibi deniz taşımacılığı alanında da kullanılmaktadır. Dünya ticaretinin en önemli sektörlerinden biri olan deniz taşımacılığı endüstrisinde de diğer tüm sektörlerde olduğu gibi yoğun bir rekabet ortamı bulunmaktadır. Deniz taşımacılığı şirketlerinin giderek artan rekabet koşulları altında ticari varlıklarını sürdürebilmeleri için, gemilerin uluslararası kurallar çerçevesinde karşılaştıkları denetimlerden başarıyla geçmeleri gerekmektedir. Bölgesel Mutabakat Zaptları (MoU'lar) tarafından risk hesaplamasına yönelik çeşitli risk değerlendirme endeksleri oluşturulmuş olmasına rağmen, literatürde deniz taşımacılığında rekabeti ölçmeye yönelik bir endeksin bulunmadığı görülmektedir. Bu boşluğu doldurmak amacıyla bu tez, denetim sonuçlarına dayalı olarak gemi türleri arasındaki rekabetin nicel olarak ölçülmesine yönelik bir yaklaşım sunmayı amaçlamaktadır. Çalışmanın motivasyonu ve temel amacı, rekabet kavramının denizcilik literatüründe denetim perspektifinden yorumlanmasına odaklanmaktadır. Bu kapsamda, literatürde ilk kez olmak üzere, denetimlere tabi tutulan gemilerin rekabet düzeylerini incelemek amacıyla Gemi Denetim Rekabet Endeksi (Ship Inspection Competition Index – SICI) adlı yeni bir endeks tanımlanmıştır. SICI yöntemi; gemi türleri, bayraklar, Klas Kuruluşlar (Recognized Organizations) ve Gemi Denetim Rapor Programı (SIRE) ile Gemi Denetim Raporu (SIR) gibi diğer denetim rejimlerine tabi gemiler arasındaki doğal rekabetin ölçülmesi amacıyla geliştirilmiştir. Bu yönüyle SICI, denizcilik araştırmalarında rekabetin nicel olarak ölçülmesine ilişkin önemli bir boşluğu doldurmakta ve literatüre özgün bir katkı sunmaktadır. SICI'nin matematiksel yaklaşımı, belirli bir gemi türüne ait denetim sonuçlarının, tüm gemi türlerinin denetim sonuçlarıyla karşılaştırılması esasına dayanan bir endeksidir. Başka bir ifadeyle SICI, denetim sonuçları perspektifinden rekabet düzeyini ölçen bir göstergedir. Tez kapsamında, Amerika Birleşik Devletleri Sahil Güvenliği (USCG) Liman Devleti Kontrolü (PSC) tarafından 2020, 2021, 2022 ve 2023 yıllarında en fazla denetime tabi tutulan gemi türlerinin rekabet analizi SICI yöntemi kullanılarak gerçekleştirilmiştir. Bu çerçevede dökme yük gemileri, genel kuru yük gemileri, konteyner gemileri, gaz tankerleri, kimyasal tankerler ve petrol tankerleri analiz edilmiştir. Bulgular, tanker tipi gemileri diğer gemi türlerine kıyasla daha yüksek rekabet gücüne sahip olduğunu göstermektedir. Ayrıca, Paris MoU kapsamında 2021–2024 döneminde gerçekleştirilen 52.824 denetime ait veriler kullanılarak gemi türlerinin rekabet analizi yapılmıştır. Elde edilen sonuçlar, eksikliklere dayalı analizde gaz tankerlerinin, tutuklamalara dayalı analizde ise konteyner gemilerinin diğer gemi türlerine kıyasla daha avantajlı bir rekabet konumuna sahip olduğunu ortaya koymaktadır. Bunun yanı sıra, Paris MoU denetim verilerine dayalı olarak SICI yöntemiyle gemi türleri arasındaki rekabet düzeyi analiz edilmiş ve elde edilen sonuçlar Otoregresif Entegre Hareketli Ortalama (ARIMA) zaman serisi modeli ile bütünleştirilerek 2025 yılı sonuna kadar ileriye dönük rekabet öngörüleri üretilmiştir. Analiz sonuçları, gaz taşıyıcılarının denetim temelli rekabet açısından diğer gemi türlerine kıyasla daha avantajlı bir konumda olacağını göstermektedir. Tezde ayrıca, USCG PSC tarafından 2020–2023 yılları arasında en fazla denetime tabi tutulan Klas Kuruluşlarına bağlı gemiler için, eksiklikler ve tutuklamalar üzerinden SICI uygulanarak rekabet analizleri gerçekleştirilmiştir. Elde edilen sonuçlara göre, ticari gizlilik nedenleriyle A kuruluşu olarak adlandırılan bir Klas kuruluşunun, diğer tanınmış kuruluşlara kıyasla tam rekabetçi olduğu ve Gemi Denetimi Rekabet Endeksi değerinin sıfır olduğu tespit edilmiştir. Verilerin güvenilirliği Python istatistik programı kullanılarak analiz edilmiştir. Yapılan Cronbach Alfa güvenilirlik testi sonucunda, USCG PSC denetimleri için eksiklik temelli ölçümde 0,943 ve tutuklama temelli ölçümde 0,976 değerleri elde edilmiştir. Paris MoU denetimleri için ise bu değerler sırasıyla eksiklik temelli ölçümde 0,910 ve tutuklama temelli ölçümde 0,974 olarak hesaplanmıştır. Ayrıca gerçekleştirilen Spearman Korelasyon Analizi sonucunda korelasyon katsayısı 1 olarak bulunmuş, bu sonuç SICI değerleri ile tutuklama oranları arasında mükemmel pozitif bir ilişki olduğunu göstermiştir. Tüm bulgular, geliştirilen endeksin yüksek düzeyde güvenilirliğe sahip olduğunu ortaya koymaktadır. Sonuç olarak, bu çalışmanın gelecekte yapılacak araştırmalar için önemli bir referans oluşturacağı değerlendirilmektedir. Bu bağlamda, bu tez, denetimlere tabi gemilerin rekabetini ölçmek amacıyla bir endeks geliştirerek literatürde bu konuyu ele alan ilk özgün çalışma niteliğini taşımaktadır.

The concept of competition is used in the area of maritime transportation, as well as in many areas, from the economy to health. As in all sectors, there is competition in the maritime transport industry, which is one of the most important industries in world trade. Ships have to pass the inspections successfully that they face within the framework of international rules to sustain their commercial existence in the increasingly competitive environment of their maritime transportation companies. Although risk assessment indexes have been created by Regional Memorandum of Understandings (MoU) for risk calculation, no index to measure competition in maritime transportation has yet been found in the literature. To fill this gap, this thesis aims to present a quantification approach to the competition among ship types based on inspection results. The motivation and purpose of the study focus on the interpretation of the concept of competition in maritime literature from an inspection perspective. In this context, for the first time in literature, a new index, Ship Inspection Competition Index (SICI), is defined to examine the competition of ships subjected to inspections. The SICI method is developed to measure the competition of ship types, flags, recognized organizations, and ships subject to other inspection regimes such as the Ship Inspection Report Program (SIRE) and Ship Inspection Report (SIR). In this context, SICI fills a gap in the quantification of competition in maritime research and provides a unique contribution to the literature. The mathematical approach of the SICI is an index that measures the competition of the inspection results of a particular ship type compared to all ship types, in other words. SICI is a ratio that measures the competition in terms of inspection results compared to the overall of all ship types. In the thesis, the competitive analysis of the ship types that were most inspected by the United States Coast Guard (USCG) Port State Control (PSC) in 2020, 2021, 2022 and 2023 was performed by applying SICI. The competitive analysis of the ship types (bulk carrier, general dry cargo, container vessel, gas carrier, chemical tanker, oil tanker) that were most inspected by the USCG PSC between 2020-2023 was carried out by applying SICI. It has been concluded that tankers have more competitive power than other ship types. A competitive analysis of ships was conducted using data from 52.824 inspections carried out under the Paris MoU between 2021 and 2024. The findings revealed that gas tankers demonstrated a higher level of competitive power compared to other ship types based on deficiency, and container vessels have an advantage based on detentions. In addition, within the scope of the thesis, the level of competition among different ship types was analyzed using the Ship Inspection Competition Index based on Paris MoU inspection data, and the results were integrated with the Autoregressive Integrated Moving Average (ARIMA) time series model to generate forward-looking competition forecasts through the end of 2025. The analysis indicates that gas carriers are projected to hold a more advantageous position in terms of inspection-based competition compared to other ship types. In the thesis, competition analyses were conducted by applying SICI on the deficiencies and detentions caused by the recognized organizations to which the ships were subjected to the most inspection in the USCG PSC in 2020, 2021, 2022 and 2023. According to the inspection results, a recognized organization referred to as Recognized Organization A, for commercial confidentiality reasons, was identified as being perfectly competitive relative to other recognized organizations, with a Ship Inspection Competition Index value of 0.0, which indicates perfect competition. The data were analyzed using the Python statistical program to conduct a reliability analysis. The Cronbach's alpha reliability test was conducted, yielding a value of 0.943 for the deficiency-based measure and 0.976 for the detention-based measure in inspections conducted by the USCG PSC. Additionally, for inspections conducted under the Paris MoU, the test resulted in a value of 0.910 for the deficiency-based measure and 0.974 for the detention-based measure. Also, Spearman Correlation Analysis was conducted, and the correlation coefficient was calculated as 1, which is the highest value. This result shows that there is a perfect positive correlation between SICI values and detention rates. All results indicate a high level of reliability. It is considered that this study may provide valuable insights for future research. In this framework, this thesis is the first original study to examine the competition of ships subject to inspections by creating an index.
