Özet

Bu çalışmada, Küresel Kuzey ve Küresel Güney aktörlerinin bulut tabanlı teknolojiye ilişkin politika söylemleri incelenmiştir. Bulut teknolojisi, resmi politika belgelerinde güvenlik, rekabetçilik, dijital kalkınma ve egemenlik gibi kavramlarla birlikte ele alınmaktadır. Çalışmada ise bulut altyapısının teknolojik bir hizmet olmanın ötesine geçen söylemsel boyutuna odaklanılmıştır. Bu doğrultuda tezde, bulut politikası söylemlerinin yeni sömürgeciliği hangi biçimlerde yeniden ürettiğini, hangi bağımlılık ilişkilerini görünmez kıldığını ve bu ilişkilere karşı ne tür alternatif imkânlar sunduğunu ortaya koymak amaçlanmıştır. Çalışmada Küresel Kuzey'i temsilen Amerika Birleşik Devletleri ve Avrupa Birliği; Küresel Güney'i temsilen ise Çin ve Türkiye tarafından üretilen resmi politika belgeleri incelenmiştir. İnceleme, dijital sömürgecilik, veri sömürgeciliği, bulut sermayesi ve bulut-köleci sömürgecilik tartışmalarına dayandırılmıştır. Yöntem olarak Norman Fairclough'un eleştirel söylem çözümlemesi modeli kullanılmış; Roy Bhaskar'ın eleştirel gerçekçi bilim felsefesi ontolojik zemini, Bob Jessop'ın kültürel ekonomi politik yaklaşımı ise söylem ile ekonomi politik arasındaki ilişkiyi kuran temel çerçeveyi oluşturmuştur. Bu kapsamda belgelerin söylemi; kurulan ekonomik tahayyüller, merkeze alınan aktörler, öne çıkarılan tehditler ve doğallaştırılan bağımlılık ilişkileri ekseninde çözümlenmiştir. Tezin temel bulguları, politika söylemlerinin aktörlerin uluslararası sistem içerisindeki konumlarıyla bağlantılı olduğunu ortaya koymaktadır. ABD belgelerinde bulut altyapısı; küresel liderlik, güvenilir teknoloji, özel sektör kapasitesi, güvenlik ve dayanıklılık bağlamında kurulurken; AB belgelerinde veri egemenliği, stratejik özerklik, düzenleyici kapasite, insan merkezlilik ve piyasa yoğunlaşmasına karşı denetim arayışı öne çıkmaktadır. Küresel Kuzey tarafından inşa edilen bu özgüvenli söylemin arkasında ise hegemonik bir kırılganlık yatmaktadır. ABD mevcut liderliğini meşrulaştırmakta; AB ise ABD merkezli teknoloji şirketlerinin hakimiyeti ve Çin'in yükselen kapasitesi arasında sıkışmış bir aktör olarak özerklik arayışına girmektedir. Bu nedenle Küresel Kuzey'in söylemi, kırılganlaşan üstünlüğü yeniden sağlama ve kurma çabası olarak değerlendirilmektedir. Küresel Güney aktörlerinde ise kalkınma, teknolojik kapasite, dijital egemenlik ve bağımlılığı azaltma arayışı öne çıkmaktadır. Çin belgelerinde bulut bilişim, devlet öncülüğünde kalkınma, veri güvenliği, yerli yenilik ve Batı merkezli dijital düzene alternatif oluşturma hedefiyle ilişkilendirilmektedir. Türkiye belgelerinde ise yerli ve millî teknoloji, dijital dönüşüm, ulusal kapasite geliştirme ve dışa bağımlılığı azaltma söylemleri belirginleşmektedir. Çin'in aktif kurucu söylemine karşılık, Türkiye söyleminde teknolojik bağımlılığı azaltma vurgusu ön plandadır. Bu yönüyle, ele alınan aktörler Küresel Güney içinde farklı tarihsel ve siyasal bağlamlardan hareket etseler dahi her ikisi de bulut bilişimi bir egemenlik ve kalkınma meselesi olarak kurmaktadır. Sonuç olarak tez, bulut politikası söylemlerinin hem mevcut bağımlılık ilişkilerini yeniden üreten hem de bu ilişkilere karşı sınırlı alternatif arayışları barındıran ikili bir karakter taşıdığını ortaya koymaktadır. Küresel Kuzey, bulut sermayesinin merkezî konumunu güvenlik, liderlik, düzenleme ve dayanıklılık söylemleriyle yeniden kurarken; finansman bağımlılığını ve konum kaybı kaygısını da açığa vurmaktadır. Küresel Güney ise teknolojik bağımsızlık, dijital egemenlik ve ulusal kapasite söylemleri üzerinden bu düzene karşı farklı cevaplar üretmektedir. Bu yönüyle çalışma, bulut bilişim politikalarını yeni sömürgeciliğin söylemsel olarak kurulduğu ve meşrulaştırıldığı metinler olarak değerlendirmektedir.

This study examines the policy discourses of Global North and Global South actors concerning cloud-based technologies. In official policy documents, cloud technology is generally addressed in relation to concepts such as security, competitiveness, digital development, and sovereignty. This study, however, focuses on the discursive dimension of cloud infrastructure that extends beyond its function as a technological service. Accordingly, the dissertation aims to reveal the ways in which cloud policy discourses reproduce neocolonialism, render relations of dependency invisible, and offer alternative possibilities for challenging these relations. The study analyses official policy documents produced by the United States and the European Union as representatives of the Global North, and by China and Türkiye as representatives of the Global South. The analysis is grounded in debates on digital colonialism, data colonialism, cloud capital, and cloud-slavery colonialism. Norman Fairclough's model of critical discourse analysis is employed as the methodological framework. Roy Bhaskar's critical realist philosophy of science provides the ontological foundation, while Bob Jessop's cultural political economy approach constitutes the principal framework through which the relationship between discourse and political economy is established. Within this framework, the discourse of the documents is analysed in terms of the economic imaginaries they construct, the actors they place at the centre, the threats they foreground, and the relations of dependency they naturalise. The principal findings of the dissertation demonstrate that policy discourses are closely connected to the positions occupied by the respective actors within the international system. In US documents, cloud infrastructure is constructed in relation to global leadership, trusted technology, private-sector capacity, security, and resilience. EU documents, by contrast, foreground data sovereignty, strategic autonomy, regulatory capacity, human-centredness, and efforts to control market concentration. Behind this self-confident discourse constructed by the Global North, however, lies a form of hegemonic fragility. While the United States seeks to legitimise its existing leadership, the European Union pursues autonomy as an actor caught between the dominance of US-based technology companies and China's growing technological capacity. The discourse of the Global North is therefore interpreted as an attempt to restore and reconstruct its increasingly fragile superiority. Among the actors of the Global South, the pursuit of development, technological capacity, digital sovereignty, and reduced dependency comes to the fore. In Chinese documents, cloud computing is associated with state-led development, data security, domestic innovation, and the objective of creating an alternative to the Western-centred digital order. In Türkiye's documents, discourses of domestic and national technology, digital transformation, the development of national capacity, and the reduction of external dependency become prominent. Whereas China adopts an active and constitutive discourse, Türkiye's discourse places greater emphasis on reducing technological dependency. Although those actors examined proceed from different historical and political contexts within the Global South, both construct cloud computing as a matter of sovereignty and development. In conclusion, the dissertation demonstrates that cloud policy discourses possess a dual character: they both reproduce existing relations of dependency and contain limited attempts to develop alternatives to these relations. While the Global North reconstructs the central position of cloud capital through discourses of security, leadership, regulation, and resilience, it also reveals its financial dependency and concerns regarding the loss of its position. The Global South, meanwhile, produces different responses to this order through discourses of technological independence, digital sovereignty, and national capacity. In this respect, the study evaluates cloud computing policy documents as texts through which neocolonialism is discursively constructed and legitimised.
