Özet

oz Bu çalışma, Kutadgu Bilig'de yer alan, devlete ilişkin kavram ve görüşler çerçevesinde, bir devlet felsefesinin ana çizgilerini belirlemeyi ve bunun kendinden önceki gelenek ile olan bağını göstermeyi amaçlamıştır. Üzerinde durulan devlet düşüncesinin kendinden başkaları ile karşılaştırılması yoluna gidilmemiş; sadece tasvir edilmiş ve anlamaya çalışılmıştır. Sonuçta, Kutadgu Bilig'de ve devraldığı gelenekte yer alan devlet düşüncesini belirleyen ana unsurlar olarak: Hâkimiyetin kaynağının Tanrısal olması; bu hâkimiyetin bir kişide toplanması; bu kişinin ancak kanunlar ile sınırlandırılması ve devletin, ideal bir dünya devleti olarak tasarlanmış olması tespit edilmiştir. ABSTRACT In my master's thesis, I tried to explain the philosophy of state as it is exhibited in Yusuf Has Hacib's philosophical treatise 'Wisdom of Royal Glory' ('Kutadgu Bilig'). I have not attempted to compare Yusuf Has Hacib's ideas with other preceding philosophers' thoughts. Therefore in my thesis I focused an his work and thoughts. Through them we get a glimpse the Turkish way thinking about running the state and the problems connected to it prior and during the period of the Islamization of Turkish world. From my studies on the 'Wisdom of Royal Glory' I have reached the conclusion that according to Yusuf Has Hacib's view that political power is invested by God to a chosen sovereign. Thus the sovereign in terms of political as well as commander of the army receives his unchangeable authority from God. He is, so to speak, God's representative and perpetrator in the world. HI
