Özet
ÖZET Araştırmanın konusu“Türkiye'deki Sosyal Sigorta Kurumlarının Ekonomi Üzerindeki Etkileri”olarak belirlenmekle birlikte, içerikte görüleceği gibi 1990'h yıllardan sonra Sosyal Sigorta Kurumlarında (SSK, Emekli Sandığı ve Bağ-Kur) meydana gelen açıkların nedenleri ve sözkonusu açıklan kapatmak üzere devlet bütçesinden kurumlara aktarılan transferlerin bütçe ve dolaylı olarak ekonomi üzerinde yarattığı yük üzerinde durulmuştur. Sistem; bağlanan aylıkların düşük olması, sunulan hizmetler bakımından sağladığı sosyal güvenlik garantisinin yetersiz olması, getirdiği mali yükün ve sorumlulukların fazla olması ve kurum açıklarını kapatmak üzere bütçeden yapılan transferlerin ekonomik istikran bozduğu iddialan ile eleştirilmektedir. 1992 yılından buyana bütçeden kurumlara yapılan transferler giderek artmıştır. 1999 yılında üç kuruma bütçeden toplam 2.9 katrilyon TL gelir transferi yapılmıştır. Bu gelir transferleri GSMH'nın %3.75'dir. Herhangi bir düzenleme yapılmaksızın mevcut durumun devam ettirilmesi halinde kurum açıklarının GSMH'ya oranının zaman içinde artacağı ve 2005 'de %4.35, 2020'de %7.62 ve 2050'de %13.28 olacağı tahmin edilmektedir. Bu açıklann devam etmesi; sözkonusu miktarlarda kamu yatınmlannın, bu yatınmlar sonucu yaratılabilecek istihdamın, buna bağlı olarak doğacak tüketim artışının ve tüketim artışına bağlı olarak artacak üretimin, sonuçta büyümenin kısıtlanması anlamına gelmektedir. Sosyal Güvenlik Sisteminde yaşanan krizin önlenmesi amacıyla 25 Ağustos 1999'da kabul edilen 4447 Sayılı“İşsizlik Sigortası”Kanunu ile getirilen yeni düzenlemelerin ve bu yasayla oluşturulan yeni“İşsizlik Sigortası”kolunun sosyo ekonomik etkilerini uzun bir süreç sonunda görmek mümkün olacaktır.Anahtar Kelimeler : Sosyal Güvenlik, Sosyal Sigorta Kurumlan, Sosyal Güvenlik Sorunları, Bütçe Transferleri

m SUMMARY Although the subject of the study is“The Effects of the Social Insurance Institutions on Economy in Turkey”, as it will be seen in the content, the focus is on the reasons occured in the Social Insurance Institutions (Social Security Institution, The Pansion Fund of The Republic of Turkey, Bağ-Kur) after 1990 s and on the charge on the budget caused by the transfers from the state budget to the institutions in order to cover the deficits mentioned above and indirectly on economy. The system is criticised by the claims that the salaries are law, the guaranty of social security is insufficient in providing service, the financial charges and responsibilities are too high and the transfers from the budget in order to cover the deficits of the institutions upset the economic stability. Transfers from the budget to the institutions have increased since 1992. Income transfer of 2.9 quadrillion T.L. was made from the budget to these three institutions in 1999. These income transfers are 3.75 % of Gross National Product (GNP). Without any arrangement, in case the current sitvation is continved, it is estimated that the rate of institution deficits aganist GNP will increase and it will be 4.35 % in 2005, 7.62 % in 2020, 13.28 % in 2050. Continuation of these deficits mean the limitation of puplic investmens in the amont mentioned above, employement that might be created after these investments, increase of consumption that might arise due to these and increase of production due to consumption increase, lastly the limitation of growth. It will be possible to see the economic effects of the new regulations based on the law of Unemployement Insurance whose number is 4447 passed on 25th August, 1999 and the branch of the new“Unemployement Security”based on this law in order to prevent the crisis in the System of Social Security after a long period.IV Key Words : Social Security, Social Insurance institutions, Social Security Problems, Budget Transfers
