ABSTRACT The Palestine problem has been one of the most complex and enduring problems of the international relations. It has a long history. The solution of the problem was not possible since it was frequently intervened by the power relations of the international political system. The problem was downplayed to national interests of the superpowers, that is Britain before the World War II and the US and the Soviet Union after the World War II. The course of the events was determined not by the parties to the conflict but by the prevailing superpowers, especially by the US that had vital interests in the region and these interests required aligning itself with Israel Thus the universally recognized rights of the Palestinian people were ignored, the UN resolutions on the problem could not be implemented and the international law could not be applied to the Palestine problem. In this respect, the Palestine problem offers us a perfect case study to analyze how foreign policies of the states are designed, how international relations are conducted, and how universally recognized rights and international law are subordinated to the realities of the power politics. It proves that power, not rights, makes policy in the international system. So the focus of this paper will be an analysis of the Unites States' Palestine policy, as the most influential outside actor in the problem, for the period from the beginning to the 1993 Oslo Accords that opened a new page in the conflict.
