ABSTRACT Constitutional Local Administration Theory is a important theory, that have to be taken seriously in the way of the formation for the constitutional rules by the frame of managerial and fiscal relations between the administrations. In our study the previous theory had been examinated for the local Administration Units, these been facing the managerial and fiscal problems, taken detailed for making especially our countrie's public administration organization a more effective and productive side. In our confidence, our Constitutional Local Administration Theorie's based study will be one of the criticism sources of the coarse and bureaucratic management, for the formation a democratic, autonomous, effective and productive managerial structure; following the roots of the political and economic degenerates, that been experienced till today and still continuing in our government organisation.
