Özet
ÖZET Bu çalışma, Ulus- Devlet konusunu araştırırken ortaya çıktı, insan toplumları kendi egemenliklerini kurmak için, içte ve dışta savaşmak zorunda kalmışlardır. Küreselleşmenin yaygınlaştığı günümüz dünyasında ise egemenlik ve egemenliğin sürekliliğini sağlayan stratejilerde bir değişimin yaşandığı yadsınamaz. Bu durum egemenlik kavramını daha da ilginç yapmaktadır. Egemenliği soyut, görünmez bir yapıdan kurtarıp tarihsel süreç içinde geçirdiği aşamaları belirleyip 20. Yüzyılın düşünürü Michel Foucault'un görüşleriyle egemenliğin günümüz toplumlarındaki konumunu saptamaya çalıştım. Günümüzde, devletler arası mücadelenin ve devlet içi denetim amacının egemenlik kavramı ile açıklanabileceği kanısındayım. Bu nedenle çalışmam, devletlerin ülke içi bütünlüğünü sağlama ve uluslar arası zeminde kendi egemenliğini koruma çabalarının neden ve nasıl olduğuna açıklık getirebilir.

ABSTRACT The concept of sovereignty appeared to me while doing a research on the formation of nation-state. I then realized that throughout history, besides all other things, all human societies fought for their sovereignty and also their freedom. Today, one of the most discussed subjects that is on the agenda of intellectuals groups within all countries is the globalization process. Within the era of globalization, the concept of sovereignty has became more and more interesting than the other periods of history. For example, French philosopher, Michell Faucoult made clearer that the concept of sovereignty cannot be handled as an abstract word but be connected with concrete affairs that take place in the word arena. Therefore, this work spared much more place and time for Foucault analyses than those observed through various period of time. I agree with the view that the“why”ies of the struggle among the states can be explained on the base of the concept of sovereignty. In sum, I hope that the present work might throw a light on why and how the states maintain their integrity and provide protection for their citizens. n
